In this role, you will: *Advise the assistant secretary regarding program, office, or department problems. *Prepare correspondence on complex and sensitive matters affecting the department or office. *Review current and long-range programs, plans and policies for the office, identifying and resolving areas of conflict. *Conduct staff meetings and conferences with subordinates to resolve problems and conflicts. Minimum Qualifications Two years of the required experience for the following minimum qualifications must have been at the managerial level or above: Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: + Responsible for directing, overseeing and administering the enforcement, emergency, prevention and special services sections which includes fire prevention, code enforcement, fire and arson investigations, public fire education and emergency response functions of the Fire Marshal's office, which has over seventy percent of its staff dispersed statewide. + Serves as second in command of these sections to the Fire Marshal with authority to act in all areas of personnel, budget, administration, and establishment of policies, procedures and assignment of responsibilities. + Monitors efforts of administrative staff and evaluates performance, giving technical guidance when needed. + Testifies before legislative committees on matters involving or related to the Fire Marshal's office. Reviews, formulates and directs the revision of rules, regulations and procedures for the agency. + Directly oversees/directs preparation of budget for the enforcement, emergency, prevention and special services sections of the Fire Marshal’s office and coordinates budget recommendations. + Approves and signs all purchase requisitions and personnel matters for the enforcement, emergency, prevention and special services sections of the office of State Fire Marshal. + Advises the Fire Marshal regarding programs, agency or departmental problems, as well as reviewing current and long-range programs, plans and policies, identifying and resolving areas of conflict. + Conducts staff meetings and conferences to resolve problems and conflicts with staff. + Meets and communicates with officials of federal, state and local agencies, legislators, public officials, professional organizations and interested groups on matters relating to the agency. + Directs the preparation of special reports relating to agency programs and operational policy. + Prepares correspondence on complex and sensitive matters affecting the department or agency. + Directs, reviews, and approves grants, cooperative enforcement agreements and local, state and federal reciprocal agreements. + Directly supervises the enforcement, emergency, prevention and special services staff and, as such, is responsible for directing, overseeing and administering the fire prevention, code enforcement, fire and arson investigations, public fire education and emergency response of the Office of State Fire Marshal. + Monitors and is responsible for adherence to the divisions’ adopted strategic plan. + Inspects and oversees the operation of regional offices and enforcement programs throughout the state. + Develops strategies and implements policies for the operations of the enforcement, emergency, prevention and special services sections. + Coordinates activities and training with local emergency service organizations to better facilitate prevention, preparedness and response efforts for the State of Louisiana. + Oversees the agency’s emergency response as part of the state emergency response plan.
