This position is for a full-time Mission Assurance Program Manager in the Defense manufacturing sector, with primary responsibility of overseeing the day-to-day production, sustainment, and delivery operations of a Defense manufacturing program at a Tier 1 supplier.

Roles and Responsibilities

Have P&L, EVM, and overall management responsibility for a significant, multi-year Defense development program.

Develop and utilize an MOS to monitor and control Engineering Program to meet contractual development milestones and other customer deliverables

Lead and manage triple constraints (cost, schedule, quality/technical) of daily operations of the project; responsible for establishing and meeting key program metrics like CPI & SPI

As a key stakeholder in operations for development and production programs, take responsibility for ship plan/execution, and quality improvement initiatives

Plan tasks, approve resource requirements and effort estimates; establish direction for functional team; track and prioritize quality/project controls while implementing corrective actions based on variance and critical path analysis.

Be the primary customer interface and advocate to ensure best solution for customer

Lead program reviews with the direct customer and end user (i.e. USG) as required including coordination of presentation materials and associated SDRLs.

Lead teams and functional groups (Quality, Engineering, Production Engineering, Test) that prepare and execute detailed development program plans, schedules and budgets and support production programs; program team will consist of approximately 15-20 indirect reports from these functions

Connect voice of the customer with operations value stream through linkage with specific integrated product team quality MOS (Quality Management Boards, etc.)

Coordinate program unique returned goods reporting/tracking.

Ability to identify "critical to quality" aspects of project with limited management direction.  Understanding of Baseline Contract Management.  Participates in Change Board Process and manages results.

Analyzes program activities: acquisition program planning, proposal pricing, financial management, cost analysis, management techniques, and documentation requirements.

Compiles and reviews budgets against actual performance, previous budget figures, estimated revenue, and other data sources to control budgets and provide proper financial decisions.

Aids in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality, and other performance criteria.

Participates in the control of costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.

Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.

Develop plans including budgets and schedules to meet contractual/project requirements for several major portions of a program.

Has advanced expertise in DOD, Agency, and/or industry standards and engineering requirements, advises colleagues on interpretation of standards within the context of Group’s contract objectives.

Impacts the direction and resource allocation for program, project or services; works within general Divisional/Group policies and industry guidelines.

Communicates complex ideas, anticipates potential objections, and persuades others, often at senior levels, to influence decisions.

Anticipates internal and external business challenges and/or regulatory/ compliance issues; recommends process, product or service improvements.

May conduct operational effectiveness reviews to ensure functional or project systems are applied as designed, and function satisfactorily.

Basic Qualifications

10 years of team leadership experience over direct and matrixed resources

Must be U.S. citizen

10 - 15 years of experience in PM and IPDS processes and risk management

Superior customer management and strategic thinking skills

Identifies and implements Program Management strategies to improve program performance and customer relationships in a virtual environment

Six Sigma Greenbelt trained/certified

Excellent written and verbal communication skills

Proven track record of effective customer management and interface

Working knowledge of business and financial fundamentals (Profit & Loss analysis, Investment analysis, Balance Sheet, Green Sheet)

7+ Years of Program Management Experience with Defense/Aerospace Manufacturing Programs, preferably in a Development capacity

 Project Management Professional (PMP) Certification
