Established in 1957, College of the Siskiyous is one of 113 publicly funded California community colleges. Classes began September 10, 1959 with 67 students and only three campus buildings. Since that humble beginning, College of the Siskiyous (COS) has greatly expanded its programs, services, and facilities. COS is accredited by the Accrediting Commission for Community and Junior Colleges (ACCJC) of the Western Association of Schools and Colleges. The Fire/Emergency Response Technology Program is approved as an accredited regional academy for the State Fire Marshal's Office. The Paramedic/Emergency Medical Technician, Licensed Vocational Nursing and Registered Nursing Programs are accredited by their respective state agencies. COS is located at the base of majestic Mount Shasta (elevation 14,162 feet) in far northern California. Its 250-acre primary campus is centered in the historic lumber town of Weed, named after its founder Abner Weed, and is easily accessible from Interstate 5 and Highway 97. The primary campus offers numerous associate degree and certificate programs in the arts, athletics, humanities, sciences, mathematics as well as career and technical programs in business/computer science, EMS-Paramedic, Fire, and Welding, to name but a few. Students have access to academic counseling, academic assessment, library services and resources, career counseling, personal counseling, financial aid assistance, Disabled Students Programs and Services (DSPS), Extended Opportunity Programs and Services (EOPS), Student Support Services (SSS), textbook sales and buy backs, and tutoring services. COS is also one of only eleven community colleges in California to offer students on-campus student housing. In addition to its primary campus, COS operates a smaller campus in Yreka, 30 miles north of Weed, which is the site of the Rural Health Sciences Institute (RHSI) and the Technology Training Center. In Yreka, a variety of transfer, general education, vocational, continuing education, distance education, and lifelong learning classes are available. The Dean of Career and Technical Education (CTE) supervises and administers the College’s CTE Division and the District’s personnel. Supervised by the Vice President of Academic Affairs, this position may be assigned additional administrative duties by the District to support the needs of the College and/or District as assigned.

Key Duties & Responsibilities

ESSENTIAL RESPONSIBILITIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Essential responsibilities are designated by *.

 

Administrative

• Provides leadership in the areas of program and curriculum development, program assessment, program improvement, and staff development. *

• Facilitates the development of class schedules within the area. *

• Establishes and maintains relationships with local employers, government bodies, non-profit agencies, economic development organizations, and non-governmental organizations for the purpose of serving the workforce training needs of the District and identifying additional program resources. *

• Represents the College in local, state, regional, and national professional organizations related to CTE and economic development. *

• Oversees and manages the District’s Strong Workforce and Perkins programs to include program effectiveness and budget management. *

• Promotes effective communication among faculty, staff, and administration. *

• Prepares and presents board and attends meetings of the governing board. *

 

Curriculum and Instruction

• Supervises the assessment of instructional program outcomes, especially those related to student success, within the area and ensures the development and implementation of improvement plans based on assessed outcomes. *

• Prepares periodic cost analysis reports for each program in the area. *

• Coordinates business and industry advisory committees for each program and facilitates the implementation of recommendations from the committee. *

• Ensures the curriculum and instruction in courses and programs offered by the area are current in relation to industry standards, transfer institutions, and state mandates. *

• Prepares annual Strong Workforce Program (SWP) and VTEA project plan and other federal and state grant applications; prepares reports required for and by federal and state agencies. *

• Interprets and administers college policy regarding class size and course offerings, including faculty loads, teaching schedules, office hours, and room assignments. *

• Works with appropriate faculty, staff, and regional education leaders to assure that instructional program and course articulation is current with high schools, colleges, and universities. *

 

Personnel

• Together with District staff, participate in the hiring, onboarding, supervision, and evaluation of assigned area faculty and classified staff according to collective bargaining agreements and the policies and procedures of the District. *

• Works with faculty to develop teaching assignments. *

• Assists students with academic issues. *

• Participates in collective bargaining with faculty and classified unions, if assigned. *

 

Budget and Planning

• Prepared annual budget recommendations with the participation of faculty and staff. Participates in the planning processes of the District. *

• Plans for and anticipates changes to programs based upon local and national trends. *

• Executes assigned budget centers within the guidelines set by the District. Sets budget priorities for the programs and projects within the area. *

• Administers VTEA, CTE, and SWP resources. *

• Reports through established formal channels on how the College’s educational goals are being achieved. *

 

Minimum Qualifications

EDUCATION EXPERIENCE: 

Master’s degree from an accredited institution of higher education; AND

One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.

 

DESIRABLE QUALIFICATIONS: 

Three or more years of administrative/program coordination experience.

Teaching experience in an accredited postsecondary institution.

Demonstrated ability in providing educational leadership and developing team building through collegial consultation.

Demonstrated ability to interpret, apply, and explain rules, regulations, policies, and procedures.

Demonstrated ability to successfully communicate complex facts and ideas, both in writing and in public speaking.

Demonstrated knowledge, skills, and abilities to interact in a conscientious and effective manner with a diverse student and employee population.

Demonstrated ability to build positive strong and stable relationships with community groups.

Demonstrated ability to conduct complex analytical studies, evaluate alternative and implement sound recommendations.

Other Details

LICENSES AND OTHER REQUIREMENTS 

Possession of or demonstrate an ability to obtain a valid driver’s license if driving is required as an essential responsibility of the position.

May be required to travel for various off-site meetings, trainings, conferences, workshops, and/or events in support of the overall objective of the position.

Plan, organize, and implement multiple projects and programs and provide updates to the Vice President of Academic Affairs regarding progress toward completion.

Employees are frequently required to physically relocate to various areas of campus and occasionally lift up to 25 pounds.
