Data Governance Lead
Position Description:

The Payroll Service Center (PSC) is accelerating the adoption of a data‑driven culture to improve decision quality and strengthen trust in information. We are looking for a Data Governance Lead for operational and internal data—someone capable of structuring, deploying, and sustaining governance in a pragmatic way. In this context, we are creating a key role to establish and operationalize governance for operational and internal data, while also supporting product‑related data needs.

Reporting to the Director, Data & AI Governance (IT), you will help align governance with the company’s AI and analytics initiatives and act as a catalyst: driving progress by engaging business, IT, and executive teams, and building a long‑lasting network of Data Stewards.

Your mission
Implement and operate a pragmatic, value‑driven, and adoption‑focused governance framework that clarifies responsibilities, secures the use of data and information, and tangibly improves the quality, discoverability, and usage of information assets. You will track key indicators such as glossary and catalog adoption, critical data coverage, quality improvements, reduction of data‑related pain points, and the development of a sustainable governance culture.

Your future duties and responsibilities:

• Define and deploy the governance framework: principles, policies, and standards; roles & RACI (Data Owners, Data Stewards, Custodians); decision‑making, arbitration, and prioritization processes.

• Govern operational and non‑application data: establish practices adapted to files (SharePoint, NAS, collaborative spaces), internal reference data, documents, definitions, models, and procedures — including taxonomy, metadata, publication rules, ownership, and lifecycle management.

• Drive adoption (change management): lead workshops, build simple reference materials (guides, templates, checklists), train and coach future Data Stewards; establish a governance routine that fits naturally into day‑to‑day work.

• Prioritize based on value: identify tangible quick wins (common definitions, access, quality, traceability, compliance) directly linked to internal teams’ pain points and needs.

• Structure data quality: define indicators (DQ KPIs), implement controls, and manage the improvement backlog.

• Catalog, glossary, and metadata: support the implementation and use of a data catalog (OpenMetaData) and standardize documentation (definitions, ownership, usage, business meaning).

• BI & self‑service (Power BI): strengthen governance around datasets, measures, definitions, and artifacts (e.g., certified datasets, naming standards, pragmatic “single source of truth,” traceability/lineage).

• Security, access, and compliance: collaborate with relevant stakeholders on classification, access levels, retention, and responsible information usage.

• Measure and communicate: build a dashboard (adoption, coverage, quality, resolved issues) and produce clear executive summaries (options, impacts, decisions required).

Required qualifications to be successful in this role:

You are results‑oriented and able to move seamlessly from strategy to execution. You enjoy clarifying, structuring, and delivering — even in an environment where responsibilities and practices need to be aligned progressively.

Skills and Experience
• Bachelor’s degree in Computer Science, Information Systems, Engineering, Data Science, or a related field.
• 3 to 5 years of relevant experience in data governance, information management, data management, data quality, or data transformation (ideally in an operations + IT context).
• Advanced proficiency in spoken and written French.
• Strong command of key practices: glossary, catalog, RACI, data quality, ownership, lifecycle management, access management, and standards.
• Comfortable working within a Power BI ecosystem and “hybrid” data environments, including file‑based assets / SharePoint / NAS (network storage).
• Solid knowledge of hybrid tools such as SQL, SharePoint, NAS, Power BI, Confluence, and Jira is essential.
• Demonstrated ability to influence and engage stakeholders at various levels of the organization.
• Hands‑on profile: able to produce actionable deliverables, facilitate workshops, document, simplify, equip teams, and iterate.
• Asset: exposure to OpenMetaData (or similar tools such as DataHub, Collibra, etc.) and to frameworks (DAMA, DCAM, etc.).
