The Special Education Data Analysis and Support Coordinator is a part of the special education team with key responsibilities for ensuring that Local Education Agencies (LEAs) have the information and support necessary to provide timely and accurate data to the state. This role ensures compliance with federal data collection and reporting requirements, supports state-level program planning and monitoring, and collaborates with internal and external stakeholders to improve data quality and use. In addition, the incumbent certifies that the Idaho Department of Education (Department) is in compliance with the Individuals with Disabilities Education Act (IDEA) with regards to reports and data requirements submitted by the Department to the Office of Special Education Programs. RESPONSIBILITIES: · Manage and oversee all IDEA-related data collections (e.g., child count, educational environments, discipline, assessments, dispute resolution) ensuring accuracy, timeliness and compliance with federal and state requirements. · Develop and document data system specifications and requirements; work collaboratively with technology teams to ensure integrated solutions that meet program needs. · Collaborate with program and finance staff to support IDEA funding, compliance monitoring, and strategic planning at the state and local level. · Analyze, interpret, and report IDEA data for federal (e.g., APR/SPP, 619, SSIP), state, and internal use. · Support public data reporting and present findings to stakeholders. · Provide ongoing technical assistance to Local Education Agency (LEA) data managers and staff on special education data reporting. · Develop resources to assist and deliver training on data submission, quality and analysis, including IDEA data and ISEE submissions and certification. · Work with the Communications Director and Website and Design Manager to maintain the Special Education Programs home page for time-efficient and cost-efficient dissemination and required reporting of information, as defined in the IDEA. · Design and maintain data dashboards to make IDEA data accessible and actionable for LEAs and state and community stakeholders. MINIMUM QUALIFICATIONS: · Bachelor’s degree OR 5 years of experience demonstrating considerable knowledge in the principles and practices of data management, analysis, and reporting, preferably in an education or public-sector setting. · At least 3 years of experience analyzing and utilizing data to make programmatic decisions. · Strong understanding of data systems, data governance, and data quality assurance practices · Interpersonal skills and abilities to work effectively as a member of a team, promote team goals and maintain team climate. · Ability to prioritize and organize multiple activities to reach established goals. · Ability to establish and maintain effective collaborative working relationships with school districts, advisory, and community groups regarding special education. Extra consideration will be given for the following desired qualifications: · Master’s Degree is preferred. Consideration will be given for advanced degrees/experience in statistics and data analysis · Experience working in special education or early intervention programs. · Familiarity with EDFacts, SPP/APR, and federal data portals (e.g., EMAPS, GRADS360, DMS). · Knowledge of FERPA and data privacy/security best practices. PHYSICAL REQUIREMENTS: (with or without reasonable accommodation) This position requires the ability to perform the following physical and job-related tasks: · Operate standard office equipment such as a computer, telephone, copier, and scanner. · Perform general administrative duties including typing, filing, answering phones, processing paperwork, and assembling office materials. · Read, review, and process both printed and digital documents. · Navigate websites and online systems; identify and respond to safety concerns; greet and assist visitors. · Maintain focus and attention to detail for extended periods. · Understand, communicate, and follow through on program support tasks and responsibilities. · Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time. · Approximately 10% of time is spent standing, walking, bending, or kneeling. · Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs. TRAVEL REQUIRED: The incumbent will travel approximately 10% to provide technical assistance and training throughout the State.
