The Liquor Enforcement Division's mission is to promote public safety, support economic growth, and ensure the responsible sale and consumption of liquor and tobacco products through he fair, transparent, and consistent administration of Colorado's liquor, tobacco, and nicotine laws.
What we do:
The Liquor & Tobacco Enforcement Division safeguards public safety and supports a fair, well-regulated marketplace for alcohol, tobacco, and nicotine products in Colorado. The division enforces state and federal laws, prevents underage sales and illegal transactions, and addresses public safety risks related to the sale and consumption of these products. Working with law enforcement, community partners, and stakeholders, the division promotes compliance, protects vulnerable populations, and upholds the integrity of the regulated industry.
A typical day as a Criminal Investigator V for the Liquor & Tobacco Enforcement Division:
In this role, Criminal Investigator IV serves as a certified Peace Office (P.O.ST), and Subject Matter Expert, leading complex investigations of licensed businesses to ensure compliance with state statues Daily activities may include conducting inspections, undercover operations and background checks while compiling and analyzing evidence and preparing detailed investigative reports for administrative or criminal proceedings. This position also provides education and guidance to licensees, assists in enforcement actions, and collaborates with partner agencies to resolve violations and maintain public trust in the regulatory system.
Job Duties:
Liquor, Tobacco & Criminal Code Investigations:
+ Conducts complex investigation into liquor, tobacco, and criminal code violations, including undercover operations, compliance checks with underage operatives, surveillance, source investigations, and the review of financial and legal documents.
+ Interview witnesses, suspects, complainants, and the public to gather statements, evidence and other information in accordance with criminal procedure, ensuring thorough documentation in departmental databases.
+ Analyze and document case findings using established laws, policies, and evidence systems, coordinate with multiple agencies as needed, and when necessary, make arrests for violations consistent with department policy.
Statutory Enforcement:
+ Responds to complaints and proactively visits/inspects Colorado liquor and tobacco licensed businesses as an armed peace officer to prevent and discourage the prohibited possession, sale, and consumption on or off the licensed premises.
+ Applies standard fact-finding analysis uses problem-solving, specialized investigative techniques, and available technological tools to conduct investigations. Utilizes professional judgment as a subject matter expert to assess compliance and arrive at sound conclusions. Develops intervention strategies designed to achieve immediate onsite correction and long-term compliance.
+ Conducts interviews of complainants, applicants and licensees for approval or denial of a license or administrative proceedings involving liquor and tobacco regulations, Conducts interviews of victims, witnesses, and suspects and issues criminal summonses which involve liquor and tobacco.
+ Delivers clear, concise, accurate, and factual summaries of the results of investigations both orally and in writing for criminal prosecution. These documented findings identify alleged violations for criminal prosecution or administrative action.
+ Plans and performs regular underage sale compliance checks and inspections of liquor and tobacco businesses that may result in criminal enforcement. The expectation for compliance checks and inspections is an average of 50 compliance checks per month and 15 inspections per month. These numbers could be adjusted by the supervisor to fulfill the needs of the Division.
+ Prepares sworn affidavits for judicial review for warrants related to liquor and tobacco criminal violations.
+ Testifies in civil and criminal court and administrative hearings. The Criminal Investigator IV may provide testimony as a Division subject matter expert in court or hearing proceedings upon assignment by the Division or a request from the Attorney General’s Office.
+ Assist local police agencies by providing law enforcement support in relation to liquor and tobacco investigations.
+ Conducts physical arrests when appropriate in relation to liquor and tobacco investigations.
+ Drafts Operational Plans to outline operational staffing, objectives, necessary equipment and other operational awareness intelligence for review by supervisory staff and management.
Regulatory Compliance:
+ Responds to and investigates complaints of alleged violations of Colorado Liquor and Tobacco codes from licensees, law enforcement, local licensing authorities, and the general public.
+ Plans, coordinates, and executes effective investigations into alleged violations of Colorado Liquor and Tobacco Regulations.
+ Collaborate with local licensing authorities and law enforcement in conducting compliance checks of tobacco licensees to ensure all Synar checks and statutory requirements pertaining to tobacco checks are completed in the area of responsibility. Determines compliance upon thorough investigation and review of licensee practices and documentation.
+ Delivers clear, concise, accurate, and factual summaries of the results of investigations both orally and in writing for criminal prosecution and administrative action. These documented findings identify alleged violations for criminal prosecution or administrative action.
Complex Investigative Assistance:
+ Accurately document all work time and leave in the Department time-tracking database, Ultimate Workforce Development (UKG). Submits approvals for all overtime requests to the supervisor.
+ Maintains Google calendar schedule to include daily activities, locations, and other supervisor expectations. Maintains communication and transparency with team members and supervisory staff. Is available for contact from management, supervisor(s), co-workers, and stakeholders.
+ Attends all Department training, both in person and online, and reviews all appropriate resources as it pertains to job duties and assignments. Maintains required certifications to include but not limited to arrest control/defensive tactics, firearms, CCIC, and other certifications and training as mandated by the Department of Revenue and POST.
+ Prepares comprehensive investigative reports for criminal and administrative case files consistent with Division policy within the minimum timeframe guidelines established.
+ Prepares Demand for Records, summonses, arrest warrants, and search warrants as necessary. Drafts charging documents for cases referred for administrative action.
+ Maintains spreadsheets as assigned to accurately reflect duties performed for Division statistical purposes, keeping supervisory staff apprised of activities and accomplishment
+ Utilizing subject matter expertise as a coordinator of resources for assigned targeted projects or investigations.

Education and Experience:
A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in an occupation related to the work assigned equal to eight (8) years. This experience must includes full-time professional investigative experience in a regulatory environment and a degree from an accredited institution in criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology or another closely related field as determined by the Department.
AND
Must possess a valid Colorado POST certification that is active, in good standing, and free of any restrictions, suspensions, or revocations at the time of applying.
Substitutions
Criminal Investigative experience in a field appropriate to the position may be substituted for the degree requirement only on a year-for-year basis.
Necessary Special Requirements:
