Job Description / Essential Elements: PrintGENERAL PURPOSE
Under direction of Assistant Superintendent – Human Resources or assigned supervisor, monitors and assists with the performance of technical and specialized functions in support of the employment, credentialing, and processing of District certificated employees; trains and assists staff, assists applicants and teachers to obtain and maintain teaching credentials; and determines salary placement and adjustments.
DISTINGUISHING CHARACTERISTICS
Credentials Specialist is a specialty classification in the Human Resources series, performing specialized administrative support in the Certificated Human Resources Department; provides technical and administrative tasks that support the employment of credentialed educators in the District.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Verifies and audits teachers and other certificated employees have proper credentials recorded with the County Office of Education and other agencies; provides information on credential requirements to administrators, teachers, substitutes, and applicants; notifies certificated staff of credential expiration dates; maintains current information on credential requirements; monitors teacher assignments at all school sites to ensure proper credentials are held for the subjects being taught.
Provides direction, assistance, and detailed information in person and on the telephone regarding certificated employment opportunities, salaries and related matters to District staff, applicants, and the public.
Processes and submits applications to the Commission on Teacher Credentialing for newly hired teachers without teaching credentials.
Evaluates and processes credential applications; evaluates transcripts, employment history, and personal data on credential applications to determine if applicants meet state requirements for various credentials.
Researches, implements, and provides interpretation of District, county and state codes, policies and procedures regarding teacher credentials.
Gathers, compiles, and evaluates official transcripts and other information used to determine and recommend initial salary placement and annual salary reclassifications for certificated staff; determines new salary placement; types board reports.
Assists with salary projections for budget preparation.
Prepares various types of correspondence; oversees live scan fingerprint employment processing and certification.
Maintains a variety of records and files regarding certificated personnel; prepares related reports; drafts, prepares, assembles, reviews, and implements board actions and reports as they relate to certificated personnel.
Inputs and maintains personnel data concerning certificated personnel.
Reviews contract provisions and state requirements in response to employee inquiries regarding salary placement, leaves of absence, and credential requirements.
Screens teachers and substitute teacher applications for appropriate credentials, English Learner Authorization, and other qualifications.
Reviews documents for completeness and appropriateness of information.
May provide directions to subordinate personnel in regards to certificated human resources matters.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
Laws, rules, and regulations involved in processing certificated personnel.
Certificated contract agreements.
State credential requirements and process.
Modern office practices, procedures and equipment.
Record-keeping techniques.
Operation of a computer terminal.
Oral and written communication skills.
Telephone techniques and etiquette.
Correct English usage, grammar, spelling, punctuation, and vocabulary.
Interpersonal skills using tact, patience, and courtesy.
Applicable sections of the state education code and other applicable laws.
District organization, operations, policies, and objectives.
Technical aspects of field of specialty.
Basic research methods.
Ability to:

Perform a variety of technical duties concerning employment of certificated personnel.

Education, Training, and Experience:
Option 1:
Graduation from high school, G.E.D. equivalent, or higher; and At least four (4) years of clerical experience, which includes a minimum of two (2) years of human resources experience.Option 2:
A Bachelor’s degree with a major in Business Administration, Public Administration, Psychology, Sociology, Behavioral Sciences, or a closely related field; and At least (2) years of clerical experience, which includes a minimum of one (1) year of human resources experience.Credential processing experience in a school district certificated human resources department is desirable for this classification.
