Recognizing that 90% of Coloradans routinely access trails in Colorado, the Colorado Parks and Wildlife Divisions’ (CPW) Trails Program exists to serve all trails interests in Colorado including riding, hiking, equestrian, hunting, fishing, and persons with special needs in its efforts to connect parks, federal lands and other trail systems into a statewide trails network. The work unit exists to administer the State Trails Program, addressing both non-motorized and motorized trail interests established under Colorado Revised Statutes § 33 Article 11, Article 14 and 14.5. The program provides between $9-15 million annually to local, state, tribal, and federal governmental agencies; recreation and school districts; and nonprofit organizations. In addition to funding, the program provides training, education, planning and technical assistance to promote the creation and stewardship of a statewide system of trails. Description of Job Coordinates with the CPW and the Department of Natural Resources (DNR) accounting staff, governmental political subdivisions (local, county, state, and federal), non-profit organizations and volunteer groups in administering the non- motorized trails program funding allocations. Principal responsibilities include promoting the trails program statewide, reviewing grant proposals, preparing contracts for grant execution, monitoring projects funded from grants for progress and completion, recommends policies and procedures to improve the grant application, project tracking and completion processes, provides technical assistance to applicants and grantees, works with the Trails Program administrators, program subcommittees, organized industry affiliates and advocates to efficiently distribute funding allocations, implement program requirements and rules, support the STC and PWC funding decisions and implement agency decisions. Specific duties include, but are not limited to: Grant Oversight, Management, and Project Audits Principal administrator of the non-motorized grant application, review and award process, billing and reimbursement, and contract closeout for grants funded by GOCO and the Federal Highway Administration’s Recreational Trails Program (RTP). Updates internal tracker for Trails in State Parks projects, and, when assigned, actively administers payments for projects with federal funding, coordinating billing with DNR and our Federal partners. Conducts grant application creation and revisions. This includes preparing applicant guides and instructions, application revisions and creating/editing fillable forms for applicants. Provides information, support and advice to grant applicants regarding project proposals. Conducts initial screening of grant applications to ensure program requirements are met prior to distribution to the grant review subcommittees. + Provides technical support to the review subcommittees in the ranking and scoring of grant applications and participates in the funding allocation recommendations. + Ensures that grant budgets, expenditures, and grantee match funding complies with contract specifications by reviewing receipts and justification materials submitted by the grantees. Reviews and approves receipts/bills for grantee payments, tracks expenditures of grant awards, reviews and approves grant match documentation in compliance with funding requirements. + Prepares and submits grant reimbursement requests in CORE and Federal financial system. + Works with GOCO and the Federal Highway Administration to prepare and submit state grant applications, scope of work and budget change requests. + Principal coordinator for Federal Highway Administration’s financial system, FMIS. This includes entering new projects, auditing billing statements from DNR and managing close out procedures. Responsible for managing all RTP grants in FMIS (non-motorized and motorized). + Maintains and updates the non-motorized grantee and administrator procedure manuals. Supervises 1-2 temporary employees hired to assist with grant management, reimbursement requests and other duties as assigned. + Primary contact for Trails fleet vehicles, entering and verifying monthly odometer readings in the CARS app and managing any needed maintenance or repairs. Reconcile Trails Program Manager’s OneCard expenses via USBank and SARA platforms. Purchasing and Contract Management Manages the contracting and personal services, both state and federal procurement processes for the Non-Motorized trail program’s administrative accounts. Exercises discretion and judgment to determine appropriate commitment documents. + Prepares/submits RQS documents in CORE for contract and purchase order creation. + Submits RQS amendments for changes to the projects (time extensions, funding changes). + Serves as the initial contact to city, state, county, federal, non-profit organizations, and the program manager to execute timely processing of GOCO and RTP procurement documents, assisting with LWCF documents as needed. Coordinates, as the principal liaison for the Non-Motorized Trail program, with the CPW and DNR Controllers, Risk Management and state purchasing to ensure compliance. + Tracks and applies state, departmental and division policies including the Colorado Contracts Procedures Manual, Colorado Revised Statutes, Code of Colorado Regulations, Policy Letters, Federal Policy Regulations and OMB circulars, and CORE Manual. Prepares contract and purchase order amendments to extend, change the scope of the project, or increase or decrease grant awards. Inspections and Reports Verifies project work complies with federal and state regulations and funding requirements. Provides reports as requested to the public, State Trails Committee, Financial Services, DNR Accounting and CPW staff. Maintains tracking databases for all non-motorized grants with GOCO and RTP funding. + Works with Federal partners and DNR personnel on federal grant administration, auditing and verifying billing for grants and entering appropriate information in the federal grant financial systems (FMIS). Works directly with the CPW Budget Analyst on funding for new grants, reviewing older projects and unused monies that can be reworked into new grants. Works with Federal Highway Administration (FHWA) Program Manager to request spending authority on new grants selected for RTP funding for all Trails Program grants (Non-Motorized, Motorized, Snowmobile Program). Enters new RTP grant requests in the Federal Management Information System (FMIS), working with staff and FHWA Program Manager to determine correct funding streams and coding. + Reconciles funding allocations, billing and other actions needed in FMIS with FHWA Program Manager. Audits federal bills received from DNR prior to submission to FHWA for reimbursement. + Audits federal bills received from DNR prior to submission to NPS for reimbursement (Trails in State Parks projects). Close out RTP grants in FMIS, submitting appropriate information and SF425 - Federal Financial Report. Research and complete annual FHWA report with correct data for federally funded grants. + Research and complete annual GOCO report with correct data. Prepares feature article to highlight a GOCO funded Trails grant project. Submit quarterly and final reports in federal system Grant Solutions for internal Trails in State Parks grants funded with LWCF monies. + Develops and maintains an annual inspection process for trail grant projects. Periodically verifies project work is finalized, and the funded projects comply with federal and state regulations and funding requirements. In cooperation with the regional trail coordinators, authorizes inspection documents that approve final payment to the grantees. + Reviews and updates inspection reports to ensure budgets balance with the State of Colorado, DNR accounting, and the motorized trails program. Provide reports as requested to the public, CPW, the Department of Natural Resources (DNR) accounting staff, governmental political subdivisions (local, county, state, and federal), non-profit organizations and volunteer groups, State Trails Committee, Parks Finance, and State Parks staff. Funding Allocation and Budget Management Develops annual capital construction and operating decision documents for the Non-Motorized Trails Program budget allocations based on projected revenue. Recommends spending authority from DNR administrators and appropriation set up in CORE. Requests grant setup in CORE. + Tracks appropriations, expenditures, encumbrances and uncommitted funds and tracks up-to-date balances. Periodically, reconciles fund balances between CORE, Colorado’s data warehouse and federal records. + Develops systems to check and balance financial allocations to assure fiscal responsibility, applying federal, state and agency contracting procedures, including but not limited to procurement rules, methods, fiscal rules and internal policies for the audit control of accounts. Identifies errors and initiates actions, while working closely with the CPW and DNR accounting staff and controllers, to ensure fiscal rules are met; suggests rule revisions as needed. Manages the fiscal authorizations to the non-motorized trails programs. State Trails Committee and Grant Review Subcommittee Meetings Assists with the oversight and guidance of the STC. + Reviews and assists the STC’s grant review subcommittees in the ranking of grant applications; participates in the funding allocation decisions. Assists with the development of action items for the STC and the PWC. Assists with the coordination of all STC meetings and business as well as the STC grant review subcommittee meetings. + Periodically, act as the events coordinator to set up facilities, services and logistics for the STC and subcommittee meetings. Assists in the maintenance of the CPW Trails web site by providing educational and informational content for the Non-Motorized Trail Program. Manage and coordination agency participation in trade shows that feature information regarding the non-motorized trails program.
