PURPOSE OF THE POSITION
The Country Program Manager will provide strategic leadership and overall management for the "Building Climate-Adaptive Solutions through Inclusive Market Networks" (BASIN) program in Cambodia, ensuring its effective implementation, coordination, and achievement of outcomes as agreed in the program design document. This role will collaborate closely with other World Vision Field Offices (Laos and Vietnam), East Asia Regional Office (EASO), World Vision Australia (WVA), and key stakeholders to advance inclusive market systems development, economic resilience, gender equality, and climate adaptation in the Mekong subregion.
The Country Program Manager will be responsible for ensuring that the BASIN projects in Cambodia work interdependently and achieve the specific project goal in the country, which contributes to the achievement of the overall program goals of BASIN Program in alignment with the organizational strategy. This will involve supporting technical and field staff across the project to accomplish the planned objectives, particularly in working with the private sector and all stakeholders to enhance inclusive market systems development, supporting local communities for climate adaptation, inclusive economic development, and gender equality. The Country Program Manager will also be responsible for positioning World Vision International - Cambodia’s strategic priorities within key external networks, including governments, donors, private sector and partner organizations. Additionally, the role will include representing the BASIN program in high-level engagements with external stakeholders such as governments, DFAT Post, UN agencies, and international NGOs to share and learn evidence, and influence policy to promote best practice programming. This position reports to Associate Director for Grant in WVI-C and the Regional Program Director of BASIN program.
MAJOR RESPONSIBILITIES:
Program Leadership and Oversight
Manage the implementation of the BASIN program in Cambodia, ensuring alignment with WV regional and national strategic plans, including frameworks for inclusive market systems development, climate-smart agriculture (CSA), gender equality, disability, and social inclusion (GEDSI).Coordinate strategic engagement with key external stakeholders such as DFAT Post, government ministries, and international organizations, ensuring the program’s alignment with broader development priorities in close consultation with Regional Program Director.Ensure timely delivery of program outputs in Cambodia, meeting budget and timeline expectations, and quality standards.Prepare and submit regular program reports from Cambodia and ensure that progress aligns with donor expectations and standards.Team Management and Coordination
Lead the project team, including technical specialists, finance officer, MEAL officer, and project coordinator, ensuring collaboration and effective resource utilization.Convene regular coordination meetings with project team, Area Program Managers, support service staff, and other stakeholders to review progress, address challenges, and drive decision-making for the project.Ensure alignment and integration with other project/program activities and initiatives. Facilitate professional development opportunities and foster a learning culture across the project, providing staff with tools and knowledge to improve effectiveness.Stakeholder Engagement:
Provide management leadership support to the technical specialists and program team on partnering with market actors to co-design and pilot inclusive (pro-poor, gender inclusive), climate-resilient business models that benefit marginalized groups.In coordination with relevant teams, support external relations and business development, particularly in relation to climate resilience, gender equality, and market inclusivity, by engaging with private sector, governments, DFAT Post, and civil society organizationsRepresent the BASIN program in high-level engagements, particularly with DFAT Post, donor agencies, governments, and key partners in close consultation with Regional Program Director and WVA.Actively participate in regional platforms, advocating for inclusive market systems, climate resilience, gender equality, contributing to the collective identification of solutions.Position WV strategies for addressing climate adaptation and resilience at national and international forums.Capacity Building and Knowledge Sharing
Support the facilitation of regional exchange forums to amplify program impact and encourage cross-learning among stakeholders.With support from the Regional Program Director, coordination with relevant technical advisors and key stakeholders, develop briefing papers, policy briefs, and reports to raise the program’s profile and engage with the media on program-related issues.Monitoring, Evaluation, Accountability, Learning, and Knowledge Management
Support MEAL Officer to oversee the implementation of MEAL frameworks including market and environmental assessments, ensuring consistent tracking of program outcomes and impacts, and routine results chain monitoring to measure change in the market systems.Ensure the program aligns with MAP EOPOs (End-Of-Portfolio-Outcomes) and contributes to evidence-based advocacy efforts.Support and participate in cross-country learning and collaboration, promoting the exchange of best practices and insights.Support the Regional Program Director to develop a centralized knowledge management system to store and share program documentation, research, and technical resources, ensuring accessibility for informed decision-making.Financial Management
In coordination with the Grant Finance team and Finance Officer, oversee financial management for the BASIN program in Cambodia, ensuring alignment with organizational standards and donor requirements.Coordinate with the Grant Finance team, Regional Finance Officer, and WVA to ensure effective budgeting and financial planning for the BASIN program in Cambodia.Monitor and track financial performance, ensuring efficient use of resources and timely reporting in accordance with program goals and financial guidelines.Risk Management and Quality Assurance
Develop and implement a risk management plan to identify and mitigate risks that may impact program delivery, including environmental and political factors in the country.Ensure that the program adheres to WVI-C and WVA policies and standards, particularly in relation to safeguarding, child protection, and gender equality.REQUIREMENTS:
Bachler’s or master’s degree in development studies, economics, agriculture, climate change, business administration, or related fieldsAt least 5 years of experience in managing complex, multi-sector programs focused on agriculture, climate resilience, economic development, or gender equality.Proven experience in managing cross-sectoral teams and working with diverse stakeholders, including government agencies, NGOs, private sector, and donors to deliver business development and program outcomes.Experience in working with DFAT or other international donors, ensuring program alignment with development priorities.Demonstrated ability in program monitoring, evaluation, and impact assessment, ensuring alignment with organizational standards and donor expectations.Expertise in systems-level approaches, including value chain development, climate-smart agriculture, GEDSI, and financial inclusion programs.Strong leadership, coordination, and stakeholder management skills, with experience working in cross-cultural and multi-sectoral environments.Frequent travel to target area of the project and annually travel to Laos and Vietnam for cross-countries knowledge sharing and learningStrong relationship management skills with ability to influence and get buy-inGood strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.Excellent oral and written communications skills in both Khmer and EnglishHOW TO APPLY
