Cost Controls Specialist

JOB SUMMARY:

Responsible for the oversight and coordination of all Capital project cost estimating processes and procedures; works with internal and external partners and supports estimating for projects managed by the Company; ensures compliance with Company policies and procedures; develops and maintains tools to enhance estimating and the utilization of Company resources in general

KEY DUTIES AND RESPONSIBILITES:

Reviews, evaluates and/or validates cost estimates prepared either internally or by external contractorsAnalyzes blueprints, specifications, proposals, and other documentation to prepare time, material, equipment, and labor estimates involved in assigned capital and expense projectsIdentifies process changes to improve efficiency, effectiveness and customer satisfaction.  Makes recommendations accordinglyProvides preliminary estimates for planning purposes and detailed itemized estimates based on final plans and specificationsReviews data to determine material and labor requirements.  Collaborates with internal partners to make estimate adjustments as neededIdentifies and applies high level elements of cost and risk analysis to Project Managers in the delivery of a complete and accurate estimate of a projectDevelops and leads the application of general estimating concepts, processes and practices, risk evaluations and contingency determination.  Makes recommendations accordinglyCollaborates with internal and external partners in the development and publishing of estimating processes, deliverables, and toolsLeads and participates in Company cross organizational work groups to develop, maintain and improve quality of estimating and scheduling processes and tools Analyzes project schedules, progress measurements, cost estimates and variances, risk management, procurement and contract management to improve the quality of project estimates and schedulesEnsures policies and procedures are interpreted and applied consistently and effectively; ensures compliance with all current and applicable Federal and State laws and organizational policies, procedures, rules and regulationsCompletes other duties, including special projects, as assigned by Management

EDUCATION: Associates/2 Yr Degree

YEARS OF RELEVANT WORK EXPERIENCE: 5+ years

YEARS OF MANAGEMENT EXPERIENCE: NA

CERTIFICATIONS / LICENSES: N/A

SPECIFIC KNOWLEDGE AND SKILLS:

Extensive knowledge of estimating and scheduling toolsDemonstrated expertise with Word, Excel, and other MS Office suite applicationsMS Access experience preferredExcellent communication skills and the ability to research and resolve issuesAbility to read drawingsStrong organization and collaborative skillsAbility to work both independent of immediate supervision and in a team environment Good understanding of intra-department functions and operations
