GENERAL DESCRIPTION:
The Wyoming Department of Corrections (WDOC) is seeking a highly motivated leader for the position of Correctional Investigation Lieutenant in the Cheyenne Central Office. This position will be responsible for conducting criminal and administrative investigations. You will be working in a highly confidential environment and will be exposed to sensitive information. This position requires frequent travel and the ability to work extended hours with little advanced notice. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
+ Conducts and reports on administrative and criminal investigations.
+ Provides security assistance to WDOC Prisons Division institutions with operations relevant to inmate activities.
+ Provides consultation, training, and assistance to WDOC management and staff.
+ Assists outside law enforcement agencies with investigations concerning management review and/or investigation of staff-related issues.
+ Provide investigative assistance in obtaining information and/or documents controlled by or accessible to WDOC staff and/or offenders.
+ Assist law enforcement agency officers with the preparation of search warrants and subpoenas.
+ Prepares detailed reports covering all aspects of the allegations and subsequent results of investigations.
+ Maintains training in accordance with WDOC policy and procedure, as well as the Peace Officer Standards and Training (POST) Department certification requirements.
+ Gather and analyze preliminary information pertaining to allegations of administrative and/or criminal activity by locating, obtaining, and reviewing statements, documents, records, and other physical evidence obtained by reporting party.
+ Determine the scope of the Department's jurisdiction and develop an investigative plan.
+ Identify, locate, and interview individuals who may have information pertinent to the investigation.
+ Process administrative/criminal evidence in accordance with WDOC policy, the Wyoming Criminal Code, and established evidence handling procedures.
+ Plan and conduct surveillance of suspects utilizing personal observation, enhancing devices, and photographic/videotaping equipment.
+ Monitor mail and telephone calls for evidence of administrative or criminal violations.
+ Prepare detailed reports covering all aspects of allegations and subsequent investigations.
+ Document all aspects of the investigation in a report of investigation that presents a complete, clear, and concise depiction of the facts gathered, conclusions made, and recommendations for corrective actions or criminal prosecution.
+ Testify in administrative hearings and court proceedings regarding facts obtained through investigation.
Qualifications
PREFERENCES:
Preference may be given to those with investigative experience in a Correctional setting and with a Correctional POST certification.
KNOWLEDGE:
+ Knowledge of the state and federal government legislative, executive, and judicial branches.
+ Exceptional organizational, delegation, oral, and written communication skills.
+ Ability to maintain professionalism and work effectively in high-stress situations.
+ Knowledge of the criminal justice system.
+ Knowledge of the agency's mission, goals, and strategic planning process.
+ Knowledge of concepts and practices in the correctional system.
+ Knowledge of procedures, state and federal laws relating to internal investigations, including staff misconduct allegations.
+ Knowledge of technology.
+ Knowledge of criminal investigative techniques and procedures.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Criminal Justice)
Experience:
1-2 years of progressive work experience (typically in Correctional Security) with acquired knowledge at the level of a Correctional Investigative Sergeant
Certificates, Licenses, Registrations:
Required to be certified as a correctional officer (basic, advanced, or professional) through the Wyoming Peace Officer Standards and Training (POST) Department
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Correctional Security) with acquired knowledge at the level of a Correctional Investigative Sergeant
Certificates, Licenses, Registrations:
Required to be certified as a correctional officer (basic, advanced, or professional) through the Wyoming Peace Officer Standards and Training (POST) Department within one year.
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
+ Lifting/grasping up to 20 pounds without assistance on an occasional to regular basis
+ Walking on cement floors on an occasional to regular basis
+ Walking up and down stairs on an occasional basis
+ Stooping, bending, kneeling, crouching on an occasional basis
+ Reaching on a regular basis
+ Typing/Repetitive motion on a frequent basis
+ Talking/hearing on a frequent basis
+ Seeing: the visual ability to perform an activity such as analyzing data and figures, viewing computer terminal, extensive reading.
