Controls - Liaison Engineer
Job Requirements

Longmont Liaison Engineer (brief summary):

Creates the Documents to Assembly (stick prints) folder and confirms all necessary engineering outputs are completeTechnical interface to Longmont supply chain and regional engineer during production(when qualified) Technical peer design reviewer responsible to check primary regional engineer’s work

Request and Assignment:

Regional engineering managers or their designee will request a Longmont liaison engineer to be assigned before the Internal Kickoff (IKO) meeting by the engineering manager to support any of their regional projects that will be manufactured in the Longmont, Colorado facility. Requests should be made for each individual project via e-mail (maybe start using CLM). The email should include a link to the project handoff workflow. The engineering manager will assign a liaison engineer through a comment added in the project handoff workflow and in response to the request e-mail. Liaison engineers should be fully qualified engineers in their discipline with sufficient training and experience, as determined by their resource manager, to act on behalf of regional engineers.

Primary Responsibilities:

The Longmont liaison engineer is highly encouraged to attend the project handoff meeting and the internal kickoff meeting (IKO) if they are identified and assigned in time for them. Liaison engineers are not expected or required to attend other project-related meetings unless specifically requested by the project team and are available. The liaison engineer will assemble the Documents to Assembly folder (commonly referred to as the stick prints folder) and deliver them out to the floor in the designated location. Regional engineers are responsible to proactively provide all documents needed for production at least 3 days prior to the assembly activity project schedule to the liaison engineer to build the stick print folder. If the responsible regional engineer is not responsive to liaison engineer requests, escalate to the attention to the regional engineering manager and project manager with copy to the engineering resource manager.Stick prints normally include cabinet layout drawings, elementary wiring drawing, assembly drawings, schematics, the associated bills of material, and the network topology drawing. Also, the liaison engineers will ensure the TRS labels and Technical File Summary (TFS) are completed, approved, and released. Also, liaison engineers will confirm that the panel drill file and the wire label file have been forwarded to the supply chain in Longmont via e-mail. Highlight any missing documentation or data to the regional functional engineer for correction. Escalate to regional and engineering management if satisfactory resolution has not occurred in a timely manner

Additional Responsibilities for Peer Reviewer:

Liaison engineers may also be assigned as a technical peer reviewer for the regional functional engineer. All drawing creation work shall be performed in the region and shall have a quality check by a qualified second engineer in the region prior to scheduling peer reviews. The peer review from Longmont should be limited to major design releases and changes only and minor changes are the responsibility of the regional engineer and their checker. In this case, engineering changes (ECMs) will be routed for approval to the liaison engineer/peer reviewer at least 3 days prior to needed release date for a suitable drawing review. During this time a design review meeting must be scheduled and held. Optionally, if the liaison engineer is not assigned as the technical peer review engineer, the regional functional engineer may request that the liaison engineer attend peer reviews for drawings. If liaison engineers are assigned as the peer review engineer and also the site visit engineer (common for projects based in North America), it’s important that the assigned regional engineer remain the primary person responsible for communications between other project team members (project manager, supply chain, sourcing, field service, controls engineer, HMI engineer, cyber engineer, etc.) and the end customer. While it is expected that the liaison engineer will communicate with the end customer at an external kickoff meeting (EKO) and manufacturing and test during production for redlines, all other communication and coordination is the responsibility of the assigned regional cabinet hardware engineer.

Manufacturing Support:

During manufacturing, the liaison engineer should be available to answer minor or standard technical questions posed by the Longmont supply chain resources. If there are more complex issues or problems with the design the regional cabinet hardware engineer must be engaged to resolve them. Once the regional engineer provides proposed markups and BOM changes (if needed), then the liaison engineer will make the necessary redlines to the stick prints. Remember to initial and date each affected drawing page and fill in the change log at the front of the folder properly. For Longmont FAT where cabinet hardware engineering support is needed, the liaison engineer (or their backup) will support. When the factory acceptance test (FAT), quality assurance (QA), and shipping is complete, scan the “as built” redline drawings in the stick print folder and send them electronically to the regional engineer to become the “as shipped” revision of the documents. The liaison engineer must maintain the physical stick print folder until the “as shipped” document revision is released in the system of record.
