1.1 Project Description
Ecowende is a joint venture between Shell, Chubu and Eneco. In December 2022, Ecowende won the right to construct and operate the Hollandse Kust West (HKW) offshore wind site VI located in the Dutch North Sea. This project will have a direct impact in accelerating the energy transition and meeting the climate accord targets agreed by the Dutch Government. The successful delivery of this project will position The Netherlands as a global leader in offshore wind, delivering high quality and ecology-friendly projects in a timely and safe manner.
The project team will deliver the execution phase of the project successfully: safely, on time, within budget and at a quality standard. The first power is planned for Q2 2026, and the handover to Operations team is planned for Q4 2026.
The project scope includes Wind Turbines (Vestas V236 type), foundations (incl. cathodic protection), 66kV array cables, Scada and network systems, Ecology packages and other owner’s systems like fiscal metering etc. The Point of Connection (PoC) with the Transmission Service Operator (TSO, TenneT) is the 66kV cable terminations at the offshore substation. The offshore substation (including the 66kV switchgear and export transformers), export cables and the land station are constructed and operated by the TSO.
The Ecowende Ecology scope, which is the differentiating factor in the bid, includes measures to minimize the negative effects of wind farm development on birds, bats and sea mammals, and to strengthen the fish and benthic community. A significant research and knowledge sharing program is part of the bid promise.
1.2 Job Overview
This position is in a multidisciplined project team (mix of Ecowende staff, consultants, contractors, and will report directly to the Ecowende Commissioning Manager. The selected control engineer will be responsible for preparing, communicating, aligning across interfaces, and for executing the project’s Commissioning processes and procedures.
This role is based onshore in Netherlands in Rijswijk. Ad-hoc business travel maybe required to contractor’s manufacturing locations or assembly yards. During the commissioning phase (2026), a few offshore visits maybe expected. The role is 2 weeks on 2 weeks off rotation with 12h work every day.

1.3 Responsibilities This role is based on the Dutch Electrical Standards: NEN 3140 (LV) & NEN 3840 (HV) Monitor & coordinate commissioning & operational activities for the overall project? Ensure that the commissioning activities comply with the contract and project requirements in terms of HSSE, quality & planning? Ensure zero harm HSSE policy through involvement with the HSSE team on a daily basis? Ensure that the Ecowende’s best practices are implemented in commissioning activities? Contribute to proactive management, good coordination and communication between all parties? Report commissioning progress and participate in commissioning meetings? Ensure quality of commissioning works and documentation? Communication with grid operator (Tennet) and other contractors? Ensure windfarm production is always optimized to max power production? Support O&M for various topic like control room setup Lead toolbox talks where needed
1.4 Key Tasks Report to IV (Lead SAP) and keep close coordination on daily operations activities? Close coordination with offshore SAPs for switching and other activities? Interface with the national grid operator Tennet? Review and comment on all relevant PTW and RAMS? Act as the responsible SAP for final decisions on switching activities? Monitor and authorize all remote switching operations on behalf of the project ? Prepare cross-package switching protocols ? Communication of all outages and activities affecting the stakeholders? Coordinating Emergency Response with the stakeholders? Coordination with operators of other systems and interconnection points before carrying out switching? Monitoring of SCADA systems (signal testing)? Preparing method statements, switching protocols and switching orders when needed? Responsible for SCADA monitoring, the handling of alarms and the identification of necessary measures? General electrical systems troubleshooting with relevant stakeholders? Coordinating with MCC before and after switching operations? Monitoring of HV SCADA systems ? Maintaining day log of operational activities? Handover and takeover of operational responsibility from the night shift team? On-call duty after working hours for unexpected events? Participate in various daily coordination calls
1.5 Minimum Requirements Bachelor’s or Master’s degree in electrical engineering Strong experience as a Control Engineer and SAP Strong experience in switching operations and electrical systems Excellent understanding of electrical networks and C&P Experience in offshore windfarm commissioning or operations essential At least 5-years’ experience in similar position Adaptable, and ready to work with an international team Ability to communicate proficiently in the English Should be able to perform advance tasks on MS Office Knowledge of the Dutch electrical standards is preferred: NEN3140 & NEN3840
