Job Summary Job Summary

Position Overview Reporting to the Managing Director of Contracts and Fiscal Planning, the Contracts Officer will provide comprehensive contractual support to program staff and the Chief Financial Officer. This role is responsible for reviewing, interpreting, analyzing, and administering government contracts to ensure compliance and effective management. The Contracts Officer will prepare and submit timely fiscal and programmatic reports to grantors, oversee the implementation of new contracts, and monitor the performance of assigned agreements. In collaboration with the Managing Director, the Contracts Officer will ensure that all programs and the agency remain compliant with contractual requirements.

Requirements / Qualifications

Duties Provides technical assistance, interpretation, and guidance to program staff regarding contract compliance. Conducts site visits (minimum of two per program annually) to ensure compliance with assigned contracts, prepare findings/clearance reports, and follow up on corrective action plans when needed. Provides orientation and training to subcontractors on compliance and reporting requirements; monitor subcontractor performance throughout the duration of contracts. Collects and maintains subcontractor “evidence of qualification” (e.g., incorporation documents, criminal clearances, insurance certificates). Participates in periodic internal compliance testing to strengthen expertise and identify areas for improvement. Prepares and submits timely, accurate fiscal and program reports for assigned contracts by collecting and analyzing data from program and administrative staff. Establishes and maintains monthly Contract Budget vs. Actual reports for all cost-reimbursement programs. Prepares internal reports (e.g., enrollment, case management, statistical evaluations, demographics) to support program analysis and ensure compliance. Develops and maintains a comprehensive calendar of all reporting deadlines, audits, and required meetings.

Knowledge, Skills, Abilities, and Other Characteristics High School diploma is required; bachelor's degree from an accredited college or equivalent experience preferred. Minimum of four years of experience working with contracts, grants, or related compliance functions. Proficiency in Microsoft Excel, including advanced functions, data analysis, and reporting capabilities, is required. Knowledge of general accounting principles and procedures, including compliance with federal, state, and local regulations. Strong written and oral communication skills in English are required, and we celebrate linguistic diversity, valuing the unique perspectives and strengths that multilingual team members bring to our organization. Travel Requirements: Up to 15% within Los Angeles County requiring a valid driver's license, personal vehicle, and automobile insurance.
