Essential Duties and Responsibilities:
- Oversee the review of proposals and contracts prior to signature or negotiation to ensure that all factors have been considered and all necessary information has been gathered.
- Oversee the negotiation of contractual agreements to ensure that the terms and conditions are in the best interest of the organization and client.
- Review all change notices and amendments to major contracts (including all contracts with development efforts) affecting period of performance, funding, cost, or changes to the technical specifications.
Job Description Summary
-Reviews solicitations and prepares specialized and/or non-routine response for proposals.
-Works directly with Operations and Finance assisting with the overall procurement approach
-Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure, ultimately reducing risk to the company.
-Provides authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
-Interacts and communicates as appropriate with finance/accounting and business team disciplines for resolution of contract issues and disputes.
-Develops negotiation strategy and assists with negotiation on contractual issues.
-Coordinates with the contracting officer to obtain administrative documentation.
-Manages contract change control process.
-Maintains contract data base and associated files.
-Executes entire contracting life cycle, from participation in proposal preparation through award and execution to close-out and archiving.
-Prepares and/or reviews Internal and External contract deliverables
-Reviews official correspondence for potential contract impacts
-Prepares HUB (Historically underutilized business) forms as required
-Enters data into CARS and Coupa
Minimum Requirements
- Bachelor's degree in related field.
- 5-7 years of relevant professional experience required.
- Equivalent combination of education and experience considered in lieu of degree.
Additional Requirements:- Bachelor's degree and 3 years of experience OR equivalent combination of education and experience required.
- Experience with managing contracts with the State of Texas is strongly preferred
- Strong proficiency in Microsoft Office suite
- Must reside within the State of Texas
- Internal applicants must be in good standing and currently meeting all performance-related goals and metrics
