Contract Specialist

Job Title: Contract Specialist

Job Description

As a Contract Specialist, you will play a crucial role in collecting and assisting in the collection of technical information for the development of proposals for city services, supplies, and equipment. You will write Requests for Proposals (RFPs) to address the needs of the city or internal customers and monitor, analyze, and incorporate changes from legal documents and internal supply market drivers into customer requirements.

Responsibilities

Ensure full understanding of bid requirements by conferring with supplier representatives and responding to inquiries from vendors and the public.Update contract reports and ensure timely renewal of contracts.Collaborate with the City Attorney or designee to draft new contract templates.Administer procedure requisitions, change orders, and sole source justifications requested by departments.Manage department relationships by responding to procurement and sourcing requirements and questions.Perform contract administration duties, including maintaining contract documents and processing requisitions and change orders promptly.Receive and review requisitions, specifications, and scopes of work, translating documents into the appropriate acquisition process (RFP, IFB, RFQ).Analyze bids and proposals, determine the lowest responsible bidder, and refer to department staff for review and contract award presentation.

Essential Skills

Proficiency in procurement, supplier management, and vendor management.Experience in vendor sourcing, purchasing, contract management, and strategic sourcing.

Additional Skills & Qualifications

Bachelor's Degree in Public Administration, Business Management, Contract Management, or a related field.3-4 years of experience with governmental purchasing or contract management, or an equivalent combination of education and experience.Virginia Contract Officer (VCO) certification within 24 months of employment or equivalent certification.

Work Environment

The position is fully onsite, with flexibility in working hours, allowing for a start time of 8:00 AM or 8:30 AM and a flexible lunch break.

Pay and Benefits

The pay range for this position is $41205.00 - $60633.00/hr.
