POSITION OVERVIEW\n

A proactive Contract Specialist skilled in aligning acquisition strategies with organizational policies and NATO procurement frameworks to support innovation and agile software development within the ACT Innovation laboratory. Experienced in collaborating with NATO Contracting, Budget, and Finance (BUDFIN) teams to identify optimal acquisition solutions that meet dynamic operational requirements. Adept at managing software applications and infrastructure to foster agile methodologies, while drafting and executing acquisition strategies, RFPs, SOWs, and evaluation criteria designed for modular, outcome-based contracts. Promotes adoption of modern technologies and processes to balance compliance with NATO acquisition rules and innovation goals. Facilitates vendor engagement and transparent evaluation processes, ensuring alignment with NATO standards, and performs additional acquisition-related duties as directed by the COTR.\n

JOB RESPONSIBILITIES:\n\nIdentify opportunities to align with, or recommend changes to, policies that govern the operations of the ACT Innovation laboratory. \nWork with NATO Contracting, Budget, and Finance (BUDFIN) mechanisms to identify the best acquisition solutions that meet ACT Innovation requirements. \nTrack and manage ACT Innovation software applications and infrastructure to ensure the environment supports agile software development. \nCollaborate with ACT Innovation team members and NATO BUDFIN to ensure agile methodologies apply to all product development and enabling functions as defined during onboarding. \nSupport drafting, management, and execution of acquisition strategies, RFPs, SOWs, and evaluation criteria tailored for agile, modular, and outcome-based contracts. \nPromote modern technologies and approaches to inspire compliance with NATO's acquisition processes while enabling innovation. \nFacilitate vendor engagement and support transparent evaluation processes in line with NATO acquisition rules. \nPerform additional acquisition or contracting-related tasks as directed by the COTR.\n\n

Required Qualifications:\n\nUniversity degree with at least 24 semester hours of business or management-related courses, OR DAWIA certification in Contracting\/Acquisition, or equivalent. \nMinimum 3 years' experience working in contract\/acquisition-related fields. \nFamiliarity with NATO-specific acquisition publications, regulations, and requirements documents.\nProven experience managing acquisition and contract strategies in defense\/government institutions. \nDemonstrated understanding of Agile practices and ability to translate and apply them in NATO or national defense environments. \nExperience working closely with cross-functional teams and facilitating collaboration across technical, financial, and operational domains. \nDemonstrated ability to facilitate meetings and drive outcomes. \nAbility to break down complex acquisition\/contracting problems into measurable, manageable parts. \nExcellent written and oral communication skills, with the ability to adapt communication style to audience.\nExperience promoting modern technologies in acquisition approaches to achieve creative compliance with NATO processes. \nSome experience with modern software technologies and cloud-based infrastructure. \nFluent in English (written and oral). \nActive NATO SECRET-level security clearance or valid national SECRET clearance issued by a NATO member nation.\n\n
