DSS Community Outreach is dedicated to expanding access to information and resources about HRA and DHS programs by bringing services directly into the community and by partnering with and serving as a resource to community-based organizations serving HRA and DHS clients and applicants. DSS Community Outreach oversees the NYC Benefits initiative at DSS and includes the CBO Grants unit.
NYC Benefits aims to ensure all New Yorkers in need of an eligible for government benefits like free and low-cost health insurance, rental assistance programs, food benefits, and cash assistance have the support they need to enroll and stay enrolled in these benefits programs.
CBO Grants is responsible for managing and overseeing contracts with NYC Benefits contracted providers, including providing programmatic oversight and support, contract monitoring and oversight, and program-side responsibilities related to contract administration for NYC Benefits contracts.
DSS Community Outreach is recruiting one (1) Administrative Staff Analyst NM to function as a Contract Manager.
Under the direction of the Assistant Deputy Commissioner, Community Engagement, with wide latitude for independent initiative and judgment, the Contract Manager supports contracting and fiscal functions within the Office of Community Outreach. The Contract Manager is responsible for the utilization of fiscal and contract management systems required to perform all contract administrative tasks within the CBO Grants unit, including but not limited to the Procurement and Sourcing Solution Portal (PASSPort) and the Financial Management System (FMS).
The Contract Manager will:
- Manage and coordinate all contract-related processes across the life cycle of the contracts within the Outreach portfolio, from inception to contract registration.
- Review and evaluate contract budgets to ensure accuracy and adherence to the Agency Fiscal Manual. Collect, review, process, and approve monthly invoices from contracted vendors in accordance with the Agency Fiscal Manual and ensure timely turnaround in partnership with DSS Finance.
- Establish and maintain strong and positive relationships with contractors to ensure compliance with agency requirements and federal, state, and City regulations. Communicate directly with vendors to request required documents, reviews submitted documents for accuracy and compliance with procurement rules and regulations. Provide technical assistance to contractors to facilitate appropriate oversight approvals and clearances.
- Provide oversight to ensure that each vendor is meeting contractual services and performance goals through review of programmatic and fiscal reports.
- Manage, track, and report on contract tasks and progress to OCO leadership, stakeholders, and relevant teams. Responsible for maintaining and updating a shared task tracker with current status of each contract.
- Identify challenges and solutions on contracting matters; correspond with appropriate Legal, ACCO, and Finance staff to achieve rapid solution. Participate in internal and external meetings regarding contracting or purchase order portfolio; provide accurate status updates and reports back on next steps. Work on special projects as needed.
Work Location: 4 WTC- 150 Greenwich Street, New York, NY 10007
Hours/Schedule: Monday - Friday, 9am - 5pm with flex hour; eligible for hybrid schedule

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
