The Advanced Mission Capabilities program family anticipates a near-term need for a **Consulting Chief Engineer** on a restricted program from the Linthicum, MD location. The candidate selected will be responsible for technical execution and programmatic coordination on what is expected to be a significant new capability. **What You’ll Get To Do:** The **Consulting Chief Engineer** is responsible for the technical direction and execution of all aspects of engineering on a program including design, development, implementation, integration, testing, and delivery of product to the customer. The **Consulting Chief Engineer** is the technical leader for the program engineering team, serves as technical advisor to the program manager, and is typically the primary technical point-of-contact to the customer. The **Consulting Chief Engineer** coordinates across all disciplines within the program to ensure that all engineering teams adhere to sound engineering practices and operate in accordance with company policies, procedures, and quality standards. _This position is contingent upon program award and being cleared to the applicable Special Access Programs (SAPs)_ **Roles and Responsibilities:** + Manage the technical development and direction for all aspects of engineering on a program, including design, development, implementation, testing, and delivery of product to a customer. + Serve as the technical authority for the program, including serving as chair of the Technical Review Board. + Serve as engineering team liaison for communications between Program Management, Manufacturing, Operations, customers, and other functional organizations. + Oversee technical content for system design reviews, including entrance and exit criteria development, content generation, and post-review closeout. Review types include System Requirements Review (SRR), System Functional Review (SFR), Preliminary Design Review (PDR), Critical Design Review (CDR), System Verification Review (SVR), and Test Readiness Review (TRR). + Ensure integration of the overall technical plan within the Integrated Master Schedule (IMS). + Ensure overall technical quality and performance for all engineering content for the program. + Collect and provide required data for Northrop Grumman MS program reporting on engineering performance. + Ensure the program adheres to sound engineering processes in development, production, test, and sustainment in accordance with company policies, processes, and quality standards. + Drive process development, continuous improvement, and affordability initiatives within their associated programs. + Collaborate and arbitrate engineering conflicts between Product Teams. + Support the program manager in risk and opportunity management by identifying and owning risks associated with system performance. + Lead the responses to proposal solicitations, including architecture definition, BOE generation, and written volume creation. As needed, articulate and execute proposal solicitations to potential subcontractors. + Perform any program specific responsibilities allocated to the role by the engineering functional and program management. + Coordinate between the System Architect, SEIT Lead, Product Team Lead(s), program manager, and customer to ensure the integrity and executability of the program technical baseline **Basic Qualifications:** + A Bachelor’s degree in a STEM-related field with 16 years of experience or a Master’s degree in a STEM-related field with 14 years of experience or a PhD in a STEM-related field with 12 years of directly-applicable experience. An additional 4 years of experience may be considered in lieu of a degree + 5+ years of experience leading technical teams from PDR through LRIP + Demonstrated technical leadership skills, decisiveness, and ability to make sound technical judgments with limited information + 1+ year of experience leading proposal responses and solicitations + Willingness to work on-site full-time in a program area + Active DoD Secret clearance required with SAP eligibility. The candidate selected must be able to maintain this level of clearance for continued employment + U.S. Citizenship is required **Preferred Qualifications:** + Advanced degree in STEM or technical management + Exceptional communication skills + An interest in and an aptitude for customer engagements at technical and programmatic levels + Domain expertise in defense sensor systems + Understanding of DoD systems engineering requirements + Experience coordinating directly with customers and end users for requirements development and detailed design + Experience coordinating with external subcontractors and suppliers + Knowledge of Earned Value Management + Current Top Secret clearance, SAP access(es), and/or SCI access Primary Level Salary Range: $197,500.00 - $296,300.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
