Position Summary: The Health Programs Advisor will provide strategic and technical leadership to support the implementation of life-saving digital health interventions across Ethiopia’s HIV, tuberculosis (TB), and broader public health programs. This role will ensure that programmatic activities are aligned with national health priorities, support evidence-based decision-making, and contribute to the institutionalization of sustainable health information systems. The Advisor will work closely with the program teams in the State Department (Embassy in Ethiopia), Ministry of Health (MOH), regional health bureaus (RHBs), implementing partners (IPs), and other stakeholders to advance health programs support in digital health and data systems improvement initiatives.
Key Responsibilities
Program Strategy & Technical Leadership
Provide strategic guidance on the design and implementation of digital health interventions supporting HIV, TB, and supply chain systems Ensure alignment of activities with Ethiopia’s Health Sector Investment Plan, Digital Health Blueprint, and HIS Strategic Plan. Lead technical reviews and contribute to the development of transition packages, SOPs, and system documentation.Data Quality & Use
Support institutionalization of data quality assurance (DQA) protocols across platforms such as DHIS2, SmartCare, and MDR-TB Tracker. Promote the use of dashboards and decision-support tools for program monitoring and epidemic control. Facilitate quarterly HIV/TB data review forums and support program managers in interpreting and applying data for planning and corrective action.Stakeholder Engagement & Coordination
Serve as a liaison between Data.FI and national stakeholders including MOH, EPSS, EFDA, and RHBs. Coordinate with USG implementing partners to ensure harmonization of digital health efforts and interoperability standards. Support technical working groups (TWGs) focused on HIS governance, metadata alignment, and digital health policy.Capacity Building & Sustainability
Contribute to the development and rollout of HIS training frameworks and mentorship programs. Support hosting transitions of digital platforms to government infrastructure and promote operational sustainability. Assist in scaling maturity-based support models for site-level digital health implementation.Qualifications
Advanced degree in Public Health, Health Informatics, Epidemiology, or a related field. Minimum 7 years of experience in health program management, digital health systems, or strategic information in low-resource settings. Demonstrated experience working with national health systems, government institutions, and donor-funded projects. Strong understanding of HIV and TB programmatic frameworks, data governance, and digital health architecture. Familiarity with platforms such as DHIS2, SmartCare, ePMIS, and OpenHIE standards (e.g., HL7 FHIR). Excellent communication, facilitation, and stakeholder engagement skills. Fluency in English required; Amharic proficiency is an asset.Deliverables
Technical inputs to system transition packages and optimization reports. DQA protocols and dashboard analytics for HIV/TB indicators. Documentation from stakeholder workshops and review forums.
