About the opportunity\:

This position supports a long-term, high-security government programme aimed at delivering secure communications infrastructure and facilities across multiple strategic locations in the Kingdom of Saudi Arabia. The programme spans several phases and work packages, including civil and technology infrastructure upgrades, systems integration, and construction of operations centres and network nodes.

The works are delivered in secure environments with strict adherence to safety, quality, and compliance standards. Amentum is engaged as the Technical Services Provider (TSP), responsible for programme management, engineering oversight, and construction assurance.

The Construction Manager – NEC4 will lead the site-based construction management for one of the programme’s key infrastructure packages. This role involves direct oversight of the Design & Build (D&B) contractor, coordination with engineering and assurance teams, and close collaboration with client and project stakeholders. The focus is on ensuring that construction activities are delivered safely, on schedule, within budget, and to the required quality standards. This is a full-time position based in Saudi Arabia.

Key Responsibilities include\:

Construction Delivery & Oversight

Lead all on-site construction activities for the NEC4 package from mobilisation to completion. Monitor construction progress and ensure alignment with approved schedule and milestones. Ensure the contractor complies with all technical specifications, drawings, and approved method statements. Verify implementation of site-based QA/QC and health & safety procedures.

Stakeholder & Contractor Coordination

Serve as the primary interface between Amentum, the contractor, and on-site stakeholders. Participate in progress meetings, technical workshops, and readiness reviews. Review contractor submittals including ITPs, work plans, shop drawings, RFIs, and change proposals. Escalate delays, risks, or non-conformances, and support resolution and mitigation actions.

Compliance, Documentation & Handover

Ensure documentation such as daily site reports, construction logs, inspections, and NCRs are maintained and accurate. Coordinate technical inspections, punch list walkdowns, and readiness reviews for commissioning and handover. Support the project team in ensuring readiness for integration, commissioning, and final acceptance. *

Here’s What You’ll Need\:

Minimum 10 years of experience in construction management, with at least 5 years in a leadership capacity on infrastructure or complex facility projects. Proven track record in site-based delivery within secure, high-compliance environments (e.g., defence, government, or critical infrastructure). Experience managing Design & Build contractors and interfacing with client technical teams. Strong understanding of construction techniques, sequencing, and project controls. Familiar with international standards (e.g., BS, IEC, ISO) and local regulatory requirements in Saudi Arabia. Proficient in MS Project or Primavera P6, and construction reporting tools. Excellent communication and interpersonal skills, with the ability to coordinate across multicultural teams. Fluent in English (Arabic is a plus). PMP, CM-Lean, or equivalent preferred. Saudi Council of Engineers registration or eligibility is desirable.
