Construction Manager – Quintana, TX
Our client is seeking a Construction Manager to work within their facilities located in Quintana, TX, for an initial 1-year assignment.
The Construction Manager is a field-based leader responsible for overseeing all on-site construction activities, ensuring projects are executed safely, on schedule, and within budget, in compliance with design specifications and industry regulations.
Job Responsibilities: Safety leadership: Enforce and champion the company's and project's safety programs, regulations, and procedures on the construction site. Conduct daily safety inspections, lead safety meetings, and report on safety incidents or near-misses. On-site supervision: Manage and direct the total construction effort to ensure projects are built according to design, budget, and schedule. This includes supervising internal craft employees and subcontractors, tracking progress, and resolving on-site issues. Contractor management: Coordinate and manage subcontractors, ensuring they adhere to safety requirements, quality standards, and project timelines. Participate in bid reviews and negotiations for subcontractors and suppliers. Quality control: Implement and enforce a project-specific quality control program, conducting audits and checks to ensure all work meets design specifications and client requirements. Site logistics: Plan and supervise on-site logistics, including material delivery, equipment use, and resource allocation to maximize efficiency and minimize downtime. Stakeholder communication: Serve as the primary point of contact for on-site matters, effectively communicating with client representatives, engineering teams, project managers, and regulatory officials. Cost Management: Develop, implement, and manage cost controls, including the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for major projects. Track expenditures against budgets, generate cash flow forecasts, and review cost estimates. Scheduling and Planning: Develop and maintain detailed, resource-loaded project schedules using tools like Primavera P6. Facilitate interactive planning sessions to align cross-functional stakeholders on critical path activities and major milestones. Performance Monitoring and Reporting: Analyze Earned Value Management (EVM) data and key performance indicators (KPIs) to monitor project performance. Produce accurate and timely reports and dashboards for project teams and executive management. Change Management: Lead and administer the change control process to evaluate and track the impact of scope, schedule, and budget changes. Risk and Opportunity Management: Coordinate the risk management process, including facilitating risk workshops, assessing potential impacts to cost and schedule, and developing mitigation plans. Other duties and projects as assigned. Required Skills: Knowledge of construction management practices, in particular that assurance of field safety and quality. Ability to work with multiple projects. Excellent organizational, time management, leadership, and decision-making skills. Excellent project management and supervision skills. Thorough knowledge of industrial and regulatory standards and design criteria in the mechanical engineering discipline and other engineering disciplines as required. Good analytical problem-solving skills, including root cause analysis Strong interpersonal, written, and verbal communication skills. Strong organization, time management, and attention to detail. Education/Experience: 10+ years of experience in project, maintenance, or turnaround execution. 5+ years of experience working in an industrial hydrocarbon processing environment. Bachelor’s degree in Engineering, Construction (or Industrial) Management, or a related field. TWIC Card required. Location/Travel Information:
This position is based at the Quintana LQF Facility with some travel to off-site locations as required. Frequent travel to FLNG Headquarters is expected. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.
