Your Specific Responsibilities:
Performs and serves as a Construction Manager for the Palatka Construction Office in support of highway and bridge construction program. Supervises employees by communicating regularly, plans, organizes, coordinates and schedules assigned work for employees. Motivates, trains and evaluates employees on the performance of their duties. Supervises subordinates administering consultant and construction contracts, final estimates preparation, and materials coordination. Ensures all work is completed in compliance with the established procedures for each discipline. Advises staff with regard to all aspects of Florida Department of Transportation (FDOT) construction contract administration matters. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling and disciplinary actions, and prepares employee performance evaluations.
Oversees project administration by monitoring the activities of contractors and subcontractors to ensure compliance with the contract documents. Monitors field related project issues and provides guidance to project staff in handling construction engineering problems effectively and timely. Assists Construction Engineer and/or Operations Engineer in administration of the construction office by reviewing, analyzing and making decisions or recommendations on contract and engineering specification interpretation, scope and intent of contracts, time extensions, supplemental agreements and claims or disputes. Ensures proper preparation and timely submittal of project documentation by the Project Administrator (Monthly Estimate, Supplemental Agreements, Monthly Status Reports, Contractor’s rating, etc.). This position will make field reviews and inspections. This position will sign and seal engineering documents.
Oversees the administration and scheduling of project staff on all general assignment and hybrid construction contracts needed on in-house projects. Ensures project staff properly administer all contract work for compliance with contract documents. Attends pre-construction conference meetings. Participates in the review and selection of Consultant Construction Engineering and Inspection firms. Participates in the contract negotiation with selected Consultant Construction Engineering and Inspection firms. Participates in semi-final and final inspections on completed construction projects to minimize problem areas. Oversees the on-the-job field interviews for coordinating requirements for Equal Employment Opportunity (EEO), Labor Law Compliance and On Job Training (OJT) compliance programs with the Resident Compliance Specialist.
Interprets all plans and specifications for Resident Office/Operations Center as it relates to Construction Contract Administration. Analyzes, documents, and negotiates contract changes and claims. Oversees the processing of Supplemental Agreements, Work Orders, Change Orders, Time Extensions, and Time Suspensions to ensure they are accurate and completed in a timely manner. Ensures daily work reports and diaries are prepared in Site Manager, as required. Prepares correspondence as necessary to document project conditions. Ensures that monthly documentation (Status Report, Weather Letter, Contractor’s Past Performance, etc.) are prepared as required. Ensures project files are maintained in accordance with Department requirements. Reviews and prepares response to contractor’s request for changes to the contract documents.
Performs Consultant Construction Engineering and Inspection (CCEI) contract administration. Develops manpower estimates, scope of services, technical questions and other necessary materials for consultant selection. Review and recommend approval of monthly invoices and personnel action requests within the required timeframes. Performs quarterly CCEI evaluations and completed final CCEI rating within 30 days of completion of CEI services.
Reviews plans and specifications for future projects in Residency or Operations Center, coordinates and assigns Design Phase Reviews. Reviews and comments in writing on Department's procedures and specifications. Visits project sites and makes field reviews. Conducts public relations activities by resolving conflicts/issues with citizens who are affected by projects under the Department’s jurisdiction. Discusses projects with various groups and business representatives. Notify the public of upcoming construction activities, as well as, providing status reports during the life of the project as required. Oversees contract-related activities such as testing of materials, methods of construction and measurement of quantities. Oversees preparation of the Final Estimate Package for each assigned project and ensures the Final Estimate is prepared in compliance with the Basis of Estimates Manual, Construction Project Administration Manual, Field Standards for Final Estimates Manual, contract specifications and other related documents.
Oversees Electronic Document Management System (EDMS) activities. Oversees coordination and administration of Local Area Program (LAP) projects and joint project agreements (JPA) in the operational area. Provides guidance and assistance to local agencies in the Administration of LAP projects. This includes the overall contract administration applicable to contract modifications, final estimates, material certification, including sampling and testing of materials, Equal Employment Opportunity (EEO), on the job training (OJT) and labor law compliance. Ensures project issues requiring FDOT input are resolved in a timely manner to avoid unnecessary delays to the project. Reviews LAP Project Administrator field decisions, which include contract and specification interpretation, changed conditions, supplemental agreements, claims and/or disputes to ensure compliance with Construction Administration chapter in Local Agency Program Manual. Oversees the coordination and administration of the Resident Asphalt Specialist. Instruct and/or advise in the responsibilities of paving/plant inspection to ensure compliance with the Contract Specifications and develops processes for handling of various asphalt related operations.

Knowledge of the concepts, terminology, principles of road and bridge construction and maintenance. Knowledge of engineering design, construction, production and/or operations. Knowledge of Construction Project Administration Manual. Knowledge of conflict resolution and negotiating techniques.

Licensure with the State Board of Professional Engineers under Chapter 471 Florida Statutes.
Other Job-Related Requirements:
A valid Class E Driver's License is required. May be required to respond before, during and following emergency situations.
This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation; any two (2) convictions of reckless driving in the past three (3) years; a suspension or revocation of the driver license for moving violations in the past three (3) years; and a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
