**Job Description**
This position resides within a construction safety and quality management support cell for numerous large or multiple smaller, classified projects. The support cell consists of skilled professionals experienced in multiple facets of the construction trade who can effectively interact with contractor superintendents, quality control managers, commissioning specialists, subcontractors and client management to ensure work-in-place meets the requirements of the contract.
**The responsibilities of this role include, but are not limited to:**
Responsible for administering a Construction Quality Management Program (CQMP) on assigned projects. Provide advice, solutions, and assistance to the Construction Manager on technical matters requiring extensive knowledge of engineering practices and construction methods. Specific requirements of the position include:
(a) Assist with constructability reviews prior to contract award to ensure technical soundness, compliance with applicable requirements and to determine practicability from a construction management standpoint.
(b) Assist in review of contractor cost proposals by providing cost and price analysis input to the Construction Manager for pre and post- negotiation documentation.
(c) Review Contractor Quality Control (CQC) and Safety plans for completeness and compliance with terms of the construction contract. Provide review comments together with recommendations for improvements. Continually monitor contractor execution of both the CQC and Safety programs, providing corrective information as necessary.
(d) Inspect construction work on a recurring basis to assure that the work is in compliance with the construction contract documents. Prepare Contract Construction Compliance Notices (CCCNs) for submission to the Construction Manager in cases where workmanship and/or material are not in compliance with the construction contract documents or ongoing work is liable to result in unsatisfactory construction.
(e) Monitor materials testing conducted by the construction contractor and their testing laboratories. Review testing procedures and reports; document inconsistencies with contract requirements.
(f) Witness the testing of waste, gas, water, electrical, HVAC, fire protection, and all other control systems during Functional Performance Testing phase of Building Commissioning.
(g) Review and process contractor submittals including progress schedules, utility outage requests, shop drawings and O&M manuals for accuracy and compliance with the terms of the contract.
(h) Review and comment on contractor requests for payment by comparing the monthly invoice to the field pay estimate worksheet and most recent progress schedule.
(i) Assist in conducting pre-final inspections and preparation of a detailed punch list of items which do not comply with the construction contract or are incomplete. Verify correction of discrepancies in conjunction with contractor pay application review.
(j) Assist in document management and project controls support, including the receipt, tracking, distribution, and destruction of both classified and unclassified media.
**Qualifications**
**Minimum Requirements**
+ BA/BS degree from accredited college or university + 4 years of relevant experience OR demonstrated equivalency of experience and/or education
+ Due to the nature of the work, must possess an active Top Secret Clearance
+ Due to the nature of this work, U.S. Citizenship is required
+ Valid US Driver's License, and as a condition of employment, pass AECOM's motor vehicle records review.
**Preferred Qualifications**
+ 6+ years of relevant experience
+ Experience in Administration/Observation of US Federal Construction Projects
+ Familiarity with Construction Project Documentation
+ Experience working in a time-sensitive environment with direct client interface and high-level accountability.
+ Effective written and verbal communication skills
+ Proficiency with MS Office Applications
+ Ability to prioritize, multi-task, plan, adapt and self-initiate tasks in a fast-paced environment with minimal supervision.

+ This position requires work at various job sites in the Washington, DC National Capital Region. This is a full-time onsite position. No hybrid or remote work.
Offered compensation will be based on location and individual qualifications. The expected range is $90,000.00 - $130,000.00.
