Bachelor’s degree and 5+ years of relevant exempt experience
ABET-accredited engineering bachelor’s degree (required by Newport News Shipbuilding) or related BS in Construction Engineering, Project Management, Construction Management, or relevant Construction field
Proven experience planning, designing, and delivering new or expanded facilities (industrial/commercial)
Track record preparing architectural/engineering packages: scopes, drawings, specifications, estimates, and schedules
Experience with contractor prequalification, selection, and oversight
Proficiency in construction surveillance and adherence to contractual, quality, and safety requirements
Competence in project controls: budgeting, forecasting, progress tracking, and pay application approvals
Willingness to work in Newport News, VA with periodic travel to Charleston, SC; continuous collaboration with remote-site stakeholders
Preferred SkillsDevelopment of High Level Feasibility Estimates (HLFEs) and option analyses
Risk assessment, mitigation planning, and critical path schedule management
Constructability reviews and performance-based design criteria
Commissioning planning and execution; turnover/close-out documentation
Lifecycle Asset Management (LCAM) planning and standards
Familiarity with applicable building codes and industrial facility standards
Proficiency with project management and CAD tools
ResponsibilitiesPlan, design, and oversee construction for capital infrastructure projects from concept through final inspection
Prepare functional studies, cost estimates, construction plans, specifications, and integrated schedules
Lead development of project charters and execution plans covering justification, scope, deliverables, risks, budget, and schedule
Coordinate with design agents, technical experts, and stakeholders to ensure performance goals and constructability objectives
Obtain, manage, and supervise outside contractors; enforce quality and technical specification compliance
Conduct construction surveillance to verify contractual requirements and progress
Manage financials including budgeting, forecasting, cost control, and contractor payment approvals
Drive commissioning, turnover, LCAM handoff, and project close-out with complete documentation
Provide engineering consulting services to local and divisional offices and support multi-site alignment
Pay Details: $31.00 to $42.00 per hour
