Job Description

AECOM is currently seeking a skilled Construction Cost Analyst to support the San Diego County Regional Airport Authority within the Airport Design & Construction (ADC) department.

The Construction Cost Analyst is responsible for reviewing, validating, and analyzing contractor and consultant pay applications and supporting cost-management activities for Capital Improvement Program (CIP) projects. This role ensures accurate processing of invoices and change orders, supports financial reporting and reconciliation, and collaborates closely with project managers, procurement, accounting, and contractors. The ideal candidate is detail-oriented, comfortable working independently, and experienced in applying cost-control procedures in a construction or capital-project environment.

Responsibilities

Analyze and reconcile contractor and consultant invoices against contracts, schedules of value, change orders, and established procedures.Identify discrepancies in pay applications and coordinate with project managers and contractors to resolve issues.Validate progress invoices for compliance with contract requirements, allowances, contingencies, and Design-Bid-Build and Design-Build contract structures.Review, update, and distribute project cost reports, cost records, and specialized spreadsheets.Process contractor change order requests and coordinate alignment with monthly billing cycles.Monitor board-approved contract limits to ensure change orders and invoice adjustments remain within approved thresholds.Prepare monthly accruals, journal entries, cost reallocations, and reconciliations; support year-end close and audit requirements.Manage contract requisitions, task authorizations, amendments, commitments, and financial documentation.Assist with project close-out activities, cost variance analysis, and final cost reconciliations.Coordinate onboarding of contractors and communicate cost-management procedures, including preparing slides and documentation as needed.Serve as a liaison between project managers, contractors, procurement, and accounting to ensure timely processing of payments, retainage releases, and contract modifications.

Qualifications

Minimum Requirements

BA/BS + 4 years of relevant experience or demonstrated equivalency of experience and/or educationA valid Class C driver’s license and the ability to maintain eligibility under the Airport Authority’s Authorized Drivers Program.Successful clearance of TSA background check and drug/alcohol screening is required for airport access.

Preferred Qualifications

Bachelor’s degree in Business Administration, Accounting, Finance, or a related field.6+ years of experience in construction cost analysis, project accounting, accounts payable, or cost control.Experience reviewing contractor invoices, schedules of value, and progress payments for accuracy and contractual compliance.Knowledge of contract terms, payment provisions, allowances, contingencies, and change order processes.Experience with cost reporting, reconciliations, accruals, and financial documentation for capital projects.Proficiency with Excel, including pivot tables and complex formulas.Experience using project management or PMIS tools such as PMWeb, Bluebeam Revu, and AdobeSign.Ability to review invoices for proper coding, documentation, and contractual conformity.Understanding of DBB/DB contracting principles and construction financial workflows.Ability to work independently with minimal supervision; strong attention to detail and organization.Collaborative and able to work effectively with multidisciplinary teams and external vendors.
