We are seeking a committed Conservation Trust Fund Advisor to be based in Dar es Salaam, Tanzania and work on a 6-month contract with the possibility of extension.
Main Activities: Ensuring the CTFs are compliant with the Practice Standards for Conservation Trust Funds. Support CTF with the development of biodiversity offset proposals in line with the funding agreement. Provide support and oversight for the implementation of the CTF activities on behalf of EACOP. Support CTF capacity building. Accountabilities: Provide support to the biodiversity manager for the implementation of the project’s biodiversity offsets. Leading the effective establishment and functioning of the CTFs. Experience and Qualification: Knowledge of EACOP project, familiar with context for the establishment of a IFC PS6 compliant biodiversity offset program. Experience with the establishment and management of CTFs, including the development of guidance documents. Experience with the implementation of funding agreements. Experience with the development of biodiversity offset proposals within the context of a CTF. Previous experience of working with CTFs in East Africa. Background: Graduate degree in Environmental Management or related discipline. Minimum of 20 years’ experience with time spent establishing and supporting CTFs. Knowledge of and experience with biodiversity offsets for large projects. Technical Competencies: Familiarity with the Practice Standards for Conservation Trust Funds. Familiarity with management plans and systems that support lender compliance. Behavioural Competencies: Ability to work independently, in a multi-cultural environment; excellent interpersonal and communication skills essential. Fluent in English: (speaking, writing). The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5 G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The project anticipates the mobilization of ~8,000 to 10,000 personnel across the various construction sites.
This role functions as specialist advisor and support for the EACOP biodiversity team. The Conservation Trust Fund Advisor (CTFA) will provide support to the Conservation Trust Funds (CTF), Uganda Biodiversity Fund and Tanzania Environmental Sustainability Trust (Chakwetu), through which EACOP is implementing its biodiversity offset commitments. The CTFA will assist the the CTFs with the structuring and documentation of the proposals for biodiversity offsets that are requested for implementation by EACOP. The proposals will have to align with the funding agreement signed by the CTFs and EACOP and will ensure that the structure for the delivery of the offsets meets EACOP requirements and are compliant with lender requirements (IFC PS6 specifically).
