Minimum Qualifications Seven years of experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigatory work; OR A bachelor’s degree in a biological science, physical science, natural science, geoscience, engineering, environmental science, mathematics, or nuclear science plus four years of experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigatory work. Assists in the preparation of section budget requests and in defending proposals before the State Budget Office and the legislative fiscal office. Represents the section, along with higher-level personnel, before legislative committees for budget requests, regulation development, and legislative inquiries. Represents the Office and Department at meetings with other state and federal agencies, citizens groups, news media, educational forums, and the regulated community regarding complex issues. Coordinates section response to proposed Federal regulation and policy changes. Manages the preparation of approval, denial, or enforcement documentation. Recommends enforcement action for non-compliance with regulations. Provides technical testimony and serves as an expert witness at hearings and enforcement proceedings. Coordinates and attends meetings with industry representatives. Makes technical decisions related to the issuance of orders and approval letters, granting of permits, variances and exemptions. Develops policy recommendations for transmittal to higher-level personnel regarding issuance of permits, orders or approval letters. Directs activities related to the researching, drafting, and promulgation of rules, regulations, and guidelines. Supervises the implementation of quality control/quality assurance procedures necessary to ensure the accuracy and completeness of documentation. Assists higher-level personnel with preparation of the annual state budget or Federal Grant(s).
