(https://dhr.colorado.gov/state-employees/state-of-colorado-employee-benefits) About the Work Unit The Economic Assistance Quality Assurance (EAQA) unit is under the Public Assistance Quality Assurance (PAQA) division and exists to: · Manages the Colorado Department of Human Services (CDHS) quality assurance functions for economic assistance programs that enhances payment accuracy and informs program administration including measuring eligibility and program accuracy and recommending strategies to improve program outcomes; · Provides independent third party review for the Adult Financial (AF), Colorado Works (CW), and Low-income Energy Assistance (LEAP) programs including case file audits, data collection, reporting on findings, providing technical and compliance training to stakeholders, and assess and measure county adherence to State and Federal regulations; and · Creates strong partnerships with State and County staff to provide additional services such as non-quality assurance case reviews and consulting, and recommendations for reduction or elimination of eligibility and payment errors. Description of Job This position has hybrid work arrangements - Two (2) days in office and Three (3) days remote Please note: These working arrangements are subject to change About this Position: This position exists to review Adult Financial (AF) including Aid to the Needy Disabled (AND), Old Age Pension (OAP), Home Care Allowance (HCA), and burial assistance as well as Colorado Works (CW) and LEAP eligibility case files selected through a monthly statistically valid random sample for adherence to state regulations and procedures. These reviews often include technical issues that require the resolution of compliance problems and reconciliation of divergent viewpoints. Provide continuous data to the state and county agencies on frequency, magnitude and sources of non-compliance. Analyze program performance; directly advising state and/or county staff of areas of risk for eligibility and payment accuracy critically necessary to prevent errors and achieve program compliance. Summary of Duties: Case File Evaluation/Analysis and Reports: Independently audits agency actions and investigates selected households by accessing local-level case files/documents and databases to determine correctness of eligibility and/or payment. Audits/investigates until the incumbent determines sufficient data has been obtained. Evaluates validity of gathered data through a self-initiated determination; arrives at an accurate conclusion by researching state regulations and policies and determines which state or Quality Assurance (QA) regulations apply to each case. This task includes reviewing data located in a variety of computer systems and imaged documents with varying degrees of gray scale, color, or highlighted text. Apprises state and county agencies of the results of investigation and analysis, by compiling and submitting comprehensive written reports within state mandated processes and timeframes. Directs county agencies to terminate or modify benefits. Develops and presents QA error trends to stakeholders that require immediate attention including the details of the errors and why these errors are a significant trend, in addition to facilitating discussion to prevent similar errors. This may require travel within the State of Colorado. Program Support: Prepares initial audit findings and presents results to the EAQA “team,” facilitates discussion, and provides justification for each audit finding. Negotiates audit results when rules are ambiguous and ensures consistency with prior errors. Updates audit finding as needed and tracks agreements for future reference. Reviews and assists with updates to the Review Questions Guide annually to reflect changes in program rules or federal mandates. Assists in the development of audit review tools, processes and procedures. Other duties as assigned: This position may be called upon to provide coverage of duties for another staff person, requested to attend and participate in assorted conferences (i.e. Colorado Welfare Fraud Council (CWFC) Conference, Social Services Technical and Business Staff (SSTABS) Conference, and requested to provide training to internal and external staff. OR Education and Experience: + A combination of related education and/or experience determining eligibility and payment in the Adult Financial and Colorado works program in the State of Colorado including using CBMS in order to conduct accurate audits equal to six (6) years. Preferred Qualifications The following supplemental experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate: + Three (3) or more years of Colorado Works/TANF specific knowledge; + Three (3) or more years of Adult Financial Knowledge; + Three (3) or more years working with CBMS in CW or AF programs; + Detail oriented with the ability to scrutinize beyond the face of what is provided; + Ability to interpret program regulations and apply logic to determine outcomes based on facts; + Demonstrated analytical, verbal, and written communication skills; and + Adaptable to change Conditions of Employment + Standard Background + Occasional travel, as needed, to facilities or other offices related to training and department requirements. + Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.
