Job Description
The Compensation & Benefits Manager manages the development of employees on the Total Rewards team while functioning as a hands‑on working manager with significant responsibility for day‑to‑day benefits administration. A major portion of this role is direct, technical, hands‑on benefits work supporting government contracts, including SCA and union populations with strict compliance, fringe rate rules, and federal requirements.
This leader must be seasoned enough to immediately step in, resolve escalated issues, and independently manage complex benefit programs in a highly regulated government contracting environment. Responsibilities include benchmarking, compliance oversight, supporting ~3,000 CONUS and OCONUS employees, and leading a team of four through tight operational timelines.
Responsibilities
Serve as the primary hands‑on benefits administrator for government contracts, including heavy compliance management for SCA and union workers.
• Administer fringe rates, union benefit requirements, and government‑mandated benefit structures with strict adherence to federal regulations.
• Manage and execute escalated and highly technical benefits issues related to government contract populations.
• Oversee 401(k) administration (Fidelity), including governance, compliance, audits, and plan reporting specific to government contractor environments.
• Own benefits billing, reconciliation, and exception handling.
• Configure, manage, and optimize benefits within UKG (preferred), with additional use of ADP workflows where applicable.
• Ensure governance and compliance across all benefit programs aligned to government contract requirements, union policies, and SCA guidelines.
• Maintain accurate documentation, processes, and audit readiness for all government-related benefit activities.
Compensation Responsibilities
• Support compensation program governance including:
○ Pay transparency legislation
○ Government compliance, including FLSA exemption classifications
○ Job evaluation
○ Job architecture and leveling
○ Salary structure creation and maintenance
• Assist in compensation planning cycles and performance management recommendations.
• Evaluate compensation trends and tie market insights to organizational objectives.
Cross-Functional & Systems
• Partner with HR, Finance, Tax, IT, Legal, and Shared Services on items affecting benefits and compensation.
• Ensure company compliance with all existing and new federal, state, and international regulations.
• Support major Total Rewards initiatives such as open enrollment, compensation planning season, and performance management cycles.
• Create and implement new processes and procedures to improve workstreams and ensure scalable operations.
• Prepare, interpret, and present complex reports.
• Follow all internal policies and regulations related to Employee Records Administration.

Skills and Requirements
• 12+ years of Compensation & Benefits experience with strong hands‑on benefits administration, particularly in government‑contract environments.
• Bachelors degree
• Direct experience supporting SCA and union employees, including fringe rate administration, government-mandated benefits, and high‑governance compliance.
• 5+ years leading or supervising teams, with proven ability to coach, train, and manage workload while acting as a working manager handling escalations.
• Strong technical experience with UKG (preferred).
• Knowledge of compensation fundamentals including pay transparency laws, FLSA exemption classifications, job evaluation, job architecture, and salary structures.
• Experience supporting large, complex employee populations
