Yes County Albany Street Address Division of Vaccine Exellence Corning Tower, ESP City Albany State NY Zip Code 12237 Duties Description Reporting to the Director of the Bureau of Vaccine-Preventable Diseases (Public Health Physician) and collaborating closely with the Bureau’s Research Scientist and Division leadership, the incumbent will oversee the intersecting roles and responsibilities of the Bureau’s immunization quality improvement programs, vaccine-preventable disease surveillance and control activities, and vaccine confidence building work. Coordination with the Division’s Bureaus of Vaccine Programs and School Immunizations, as well as the Department’s Division of Epidemiology (Bureaus of Communicable Disease Control and Statistics and Data Systems), Public Affairs Group (media and marketing), and the Office of Science, will be a significant component of the CHPM1 role. The incumbent will also co-lead (with a Research Scientist) the development and implementation of a sustained and data informed vaccine positive community education and engagement approach to understand and address vaccine hesitancy. The priority for the CHPM1 will be the advancement of this new operating lane performing cross-cutting vaccine confidence and trust building work across the state. As this lane is organized and staffed, the CHPM1 will co-lead: assessment of systemic barriers that policy and structural changes can address, behavioral and public thinking study activities, and contract field work inclusive of community education activities. For these activities, the CHPM1will liaise with the relevant offices and teams as appropriate. Foundational to this work is vaccine equity and the use of data to inform public health action. Minimum Qualifications Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 1 (M2) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G25/M1 and deemed eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law. Open Competitive: Nine years of *professional public health experience in a public health agency or program. **Two years of the experience must have been at a supervisory level.An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. *The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program.**A public health agency or program focuses primarily on the prevention of disease through outreach and public health education or health promotion activities, including population-based plans of care (not just plans of care for individual patients), or the study of the prevalence or causes of disease through population-based studies.Preferred Qualifications: The preferred candidate would have at least 8 years of progressively responsible administrative experience in a large public health program that builds community support for health practices, advances data to public health action, and increases trust in scientific-based health benefits. Of this experience, 6 years would include fiscal and program management, policy making, and statewide supervision of professional level staff. A clinical background such as a nurse, nurse practitioner, or other medical professional is desirable, especially with public health leadership experience.
