Commercial Manager & Quantity Surveyor

Role Overview
The Commercial Manager & Quantity Surveyor is responsible for implementing, administering, and maintaining cost control and contract management systems and procedures. You will track budgets and expenditures, prepare and review cost estimates and schedules, and establish/manage Clients’ capital project budgets. You will ensure compliance with both Client and JLL financial and contractual systems and reporting requirements.

Key Responsibilities

General Responsibilities

Provide cost management, quantity surveying, and contract management expertise to the Project team.

Prepare overall construction costs for design-build projects.

Produce detailed Bills of Quantities (BoQ).

Prepare project cash flows.

Understand market material, labor rates, and material specifications.

Manage the bidding and selection of subcontractors and vendors through a transparent and ethical process.

Contract Management

Draft, review, and negotiate contracts and contractual terms for all vendors, consultants, and subcontracts.

Manage contract award process, ensuring all contracts are properly executed and filed.

Ensure compliance with legal and regulatory requirements for contracts.

Control contract documentation and legal correspondence, including claims, variations, extensions of time, and dispute resolution.

Advise the project team on contractual rights, obligations, and risks.

Ensure vendors provide required insurance certificates for each project.

Administer all Change Orders and ensure they are completed and signed off before work commencement.

Address contractual issues with the client, consultants, or vendors, promptly escalating any risks or disputes for resolution.

Commercial Management

Prepare vendor analysis and recommendation reports.

Negotiate and manage vendor payment terms according to JLL guidelines.

Review and recommend approval of vendor payment applications.

Prepare payment recommendations for submission to JLL finance.

Manage overall vendor costs within JLL contract budgets to protect Design Build margins.

Accurately forecast cost to complete for each subcontractor or vendor.

Immediately highlight scope changes and prepare Change Orders.

Manage completion of final accounts with all subcontractors/vendors.

Operations and Reporting

Assist the team with contract documentation (e.g., Change Orders, Extensions of Time, Practical Completion Certificates).

Develop reporting and tracking tools, generate cost and contract reports in line with project governance.

Create and maintain spreadsheets to enable fast and accurate data manipulation.

Extract and reconcile data from various sources to ensure complete accuracy and maintain a clean audit trail.

Leadership & Stakeholder Relationships

Support vision and strategy of project delivery for exceptional client outcomes.

Understand the client’s key business drivers to align deliverables.

Manage relationships with key stakeholders in the client’s organization.

Financial Risk & Governance

Contribute to financial risk management and provide inputs to help reduce contractual and financial risks to the client.

Track key performance indicators and operate within contracted service level agreements.

Best Practice & Operations

Utilize technology systems to support service delivery and reporting requirements.

Support client-specific initiatives such as savings targets, benchmarking, and best practices.

Ensure consistency and accuracy in reporting (monthly, regional) within Vietnam.
