Job Description:

Parsons are seeking a highly experienced Commercial Manager to join the Delivery Partner team on a major airport airfield development project. This senior role is responsible for leading all commercial, contractual, and cost management activities across the project lifecycle, ensuring financial control, contractual compliance, and value optimization.

The ideal candidate will bring 20+ years of experience in large-scale infrastructure projects, with strong exposure to airport or aviation-related developments, and a proven ability to manage complex stakeholder environments.

What You’ll Be Doing:

Lead all commercial management activities, including cost planning, budgeting, forecasting, and financial reporting for the airfield project.Establish and maintain effective cost control systems to monitor project expenditure against approved budgets.Review and validate contractor payment applications, variations, claims, and final accounts in line with contract provisions.Ensure proactive identification and mitigation of commercial risks and opportunities throughout the project lifecycle.Administer and manage contracts (e.g., FIDIC or equivalent), ensuring compliance with contractual obligations and Delivery Partner procedures.Lead the assessment, negotiation, and resolution of variations, claims, and disputes in coordination with legal and project teams.Provide strategic advice on contractual entitlements, time and cost impacts, and risk allocation.Support dispute avoidance and resolution processes, including mediation, adjudication, or arbitration where required.Oversee commercial reporting, including cost reports, cash flow forecasts, earned value analysis, and commercial dashboards.Provide accurate and timely commercial input to monthly progress reports and senior management briefings.Ensure alignment between commercial data, project schedules, and risk registers.Support audits and ensure transparency and compliance with governance requirements.Act as the primary commercial interface between the Delivery Partner, client, contractors, and consultants.Support negotiations with key stakeholders, including airport authorities, government entities, and contractors.Ensure commercial alignment across multidisciplinary teams and work packages within the airfield program.Contribute to high-level strategic discussions and decision-making forums.Identify commercial, financial, and contractual risks associated with airfield and airport infrastructure works.Develop and implement mitigation strategies to protect the client’s commercial interests.Promote value engineering initiatives and cost optimization strategies without compromising safety, quality, or operational requirements.Support procurement strategies and packaging to achieve best value outcomes.Ensure commercial practices align with project HSE, quality, and ethical standards.Support compliance with client policies, airport authority requirements, and applicable regulatory frameworks.Promote a culture of accountability, transparency, and professional integrity within the commercial team.Lead, mentor, and develop a team of commercial managers, quantity surveyors, and cost engineers.Set performance objectives and ensure consistent application of commercial best practices.Foster a collaborative working environment focused on delivery excellence and continuous improvement.Provide senior-level guidance on complex commercial and contractual matters.

What Required Skills You’ll Bring:

Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, or a related discipline.Postgraduate qualification in Construction Law, Contract Management, or Commercial Management is an advantage.Minimum 20 years of experience in commercial management on large-scale infrastructure projects.Proven experience working on airport, airfield, or aviation-related projects, preferably on the Delivery Partner / PMC side.Strong background in managing major civil, airfield pavements, utilities, and terminal interface works.Expert knowledge of construction contracts (FIDIC preferred) and commercial management principles.Strong understanding of cost control, change management, claims, and dispute resolution.Excellent negotiation, communication, and stakeholder management skills.Ability to provide strategic commercial advice at both project and program levels.High level of commercial awareness, analytical ability, and attention to detail.Ability to work effectively in complex, fast-paced, and high-value project environments.Professional membership (MRICS, FRICS, CIArb, PMP, or equivalent).Experience with airport authority requirements and aviation regulatory frameworks (ICAO, FAA, local authorities).Exposure to international mega-projects and multicultural project teams.Strong knowledge of risk management, value engineering, and procurement strategies.Experience supporting dispute resolution proceedings and expert determinations.Fluency in both written and spoken English; Arabic is an advantage.
