Cluster Manager Role
Purpose of the position
Responsible for managing the on-site day-to-day operations of the ‘home’ Post to ensure the facility operations are delivered in line with the specification and contract as agreed with the client.
Supervises a number of Posts within the Cluster including managing their ‘home’ Post.
Responsible for managing the local relationship with the client and works in cooperation with the client, their stakeholders and service subcontractors.
Oversees the whole FCDO account operations for the country and leads implementation of account processes and procedures.
Provides supervision and guidance to PFMs of the Posts within the Cluster and acts as the single point of contact for all Posts within the Cluster.
Responsible across all Posts in the Cluster for driving:
health, safety and compliance related issues,
ensuring Security compliance including Annex 15 records are updated and provided,
environmental sustainability matters,
project related matters including identification and minor works delivery
Role and responsibilities
1. Business
Responsibility for all JLL activities at client sites
Oversight of March In / March Out process for each Post in the Cluster
Ensuring provision of services in line with the local Statement of Works
Planning and coordination of jobs and activities for in scope work and activities
Responsibility for ongoing Quality Management
Work in conjunction with the Country Leadership team and the Regional Workplace Lead to prepare annual budget documentation / plans and administer the works to ensure budget compliance
Monthly tracking and reporting of financial and quality performance.
Submission of Monthly Reports consistent with the required standard to Regional Workplace Lead
Audit and control of service levels and operating procedures
Responsibility for the effective management of the strategic direction of the in-scope services
Review and implementation of Account Transformation in conjunction with Regional Workplace Lead.
2. Communication
Primary client interface with support from Regional Workplace Lead
Establish and maintain relationships with key stakeholders at each Post within the Cluster
Proactive timely and concise communication of relevant and important information to local Regional Contract Manager.
Maintaining formal and effective communication with management, team members and local Estate Management / letting agents
Reporting change requests and “out of line” incidents or requests for project work to Country Leadership Team
3. People Management
Line management responsibility for all JLL personnel on client sites
Ensuring that all vendor staff understand client culture, business principals and comply with all relevant client’s policies and procedures.
Demonstrating commitment to professional development of staff in order to maintain and enhance the knowledge of staff and the quality-of-service delivery
Coaching and developing Supervisors and senior team members maintaining positive operations and sub-contract personnel via them.
Ensure statutory compliance, including Health and Safety regimes and systems, including reporting
4. Professionalism
Stay informed about industry developments and proactively inform client about changes in the infrastructure, products that could enhance or otherwise impact the delivery of services to the client
Ensure value creation opportunities are identified through service enhancement or cost saving opportunities
Implementation of service improvements and / or cost saving enhancements
Other tasks and duties as required from time to time as directed.
Experience, skills and qualifications requirements
Strong communication skills with proven ability to build and maintain relationships both internal and external and at multiple levels within organisations.
Strong organisational skills with the ability to manage multiple responsibilities while maintaining high quality standards.
Experienced people manager with ability to develop and motivate both staff and vendor relationships.
Decision-maker, highly motivated with strong commercial business acumen and possessing first class communication and presentation skills with strong emphasis on delivering set objectives and hands on performance.
A strong client service and relationship management outlook
Experienced negotiator, used to managing multiple vendors and ensuring exceptional service delivery in a demanding commercial framework.
Attention to detail
Fluent business language skills in both English and preferably a local language
Ability to respond to a diverse, multi-cultural blend of high dynamic, demanding and professional clients.
Self-motivated, driven by success and determined.
Financial knowledge and ability set and manage budgets.
Higher education desirable
Ability to work independently of direct management and motivate accordingly.

チームマネジメント経験(5名以上のチーム管理実績)
ビジネスレベルの英語力(日常業務で支障なく使用できるレベル)
予算管理経験(年間予算規模1億円以上が望ましい)
クライアント対応経験(BtoB営業・アカウント管理経験)
