Detailed Overview Reporting to the Manager, Clinical Operations, and in accordance with Fraser Health's Vision, Mission and Values, the Clinical Coordinator oversees the day-to-day activities of the Short Term Assessment and Response Team (START) by organizing schedules and workflow, determining priorities, supervising staff, and consulting staff on complex cases. Provides clinical leadership to the team for the development, delivery and evaluation of services, outcomes, and care planning for the effective utilization of client's resources. Conducts comprehensive assessments and provides comprehensive therapeutic counseling to adolescents and families. Initiates and carries out research activities, develops and implements quality improvement and risk management processes and participates as a member of local committees and planning bodies. Responsibilities Coordinates day-to-day activities of the team to ensure optimal use of resources and efficient use of clinical staff. Establishes priorities, assigns and adjusts work schedules and assignments, coordinates workflow, promotes a positive team environment, and ensures that staff have access to critical incident defusing and debriefing. Consults and collaborates with the Manager to plan, develop, implement and evaluate program goals, objectives, standards, requirements and procedures for START. Supervises designated staff by methods such as participating in performance evaluation, assisting in planning staff training, development and orientation requirements, developing, organizing and implementing in-services and education programs for staff in collaboration with the Manager, and providing clinical leadership and consultation. Participates in the recruitment of new staff. Provides education to hospital and community professionals on topics related to mental health, youth and families. Participates in the planning of new or existing programs/services to meet the changing needs of clients in the community in order to respond to identified gaps in service and recognized client needs. Conducts comprehensive assessments to identify client and family's social, emotional and cultural needs in order to formulate appropriate treatment recommendations. Assesses the need for psychiatric evaluation and makes arrangements for this by utilizing the consulting psychiatrist for the program. Develops treatment plans and acts as case manager, liaising and consulting with community resources. Provides comprehensive therapeutic clinical counseling by providing short-term individual and family therapy, utilizing both Brief Therapy and Crisis Intervention Models. Maintains client records in accordance with established standards, policies and procedures. Provides consultative and direct services to clients, families and staff regarding community resources and access to these resources in order to facilitate an effective continuum of services between hospital and community. Networks with community agencies and the hospitals in the designated area to develop relationships that enhance intra-agency/hospital cooperation. Maintains a variety of program records such as program activities, workload statistics, and monthly reports by methods such as recording information into approved formats, collating data, analyzing trends, accounting for variances, preparing reports as required, and making recommendations to the Manager. Develops and implements quality improvement processes by methods such as engaging in programs/practice evaluation, identifying opportunities for change, assessing available resources, initiating solutions, analyzing outcomes and identifying areas for improved efficiency and effectiveness in service delivery to enhance clients care services and reduce gaps in the community. Develops a complaint management process. Assists in resolving client and family complaints by discussing issues with those involved for the purpose of determining an appropriate resolution. Participates in risk management for the clinical area by methods such as conducting safety audits, investigating and reviewing related reports and taking corrective action. Reviews Serious Incident Reports, files and advises the Manager of any that should be brought to his/her attention. Conducts file reviews ensuring that they are completed and clinically sound. Recommends changes to selected policies, procedures and protocols and provides feedback to the Manager. Initiates, develops, and carries out research activities and program planning and development relevant to the needs of the client, families, community and facilities in collaboration with the team. Follows through with research methodology. Disseminates research findings and ensures clinical practices and protocols are consistent with research and evidence-based practice in the field of Mental Health. Participates as a member of local committees and planning bodies by methods such as attending meetings, providing input, facilitating resolution of issues, and advocating the goals and objectives of the program, as delegated by the Manager. Maintains broad knowledge in mental health by methods such as reviewing literature in the clinical specialty area, consulting with clinical and community experts within the field, evaluating clinical practice and participating in professional development activities in order to improve care through new evidence-based practices. Performs other related duties as required. Qualifications Education and Experience Master's Degree in an applicable social or health sciences program such as Counseling Psychology. Five (5) years' recent, related experience, including three (3) years in adolescent crisis intervention in a mental health setting or hospital emergency department and one (1) year in a supervisory role in a Mental Health setting, or an equivalent combination of education, training and experience. Eligible for registration with relevant professional association. Valid BC Driver's License and access to personal vehicle for work-related purposes. Skills and Abilities Demonstrated ability and knowledge of supervisory and consultative processes, and of clinical supervision models and adult learning theories. Demonstrated ability to provide effective supervision and leadership to staff within a multi-disciplinary team setting. Comprehensive knowledge of theoretical approaches and an ability to apply theory to practice in the development and delivery of Mental Health services. Knowledge of Crisis Intervention Theory and demonstrated skill in crisis intervention with adolescents and families. Comprehensive knowledge of Systems Theory and an ability to incorporate this into both the mental health assessments and treatment intervention. Comprehensive knowledge of the developmental stages of the individual and within the family life cycle and of the issues that may occur in relation to this. Comprehensive knowledge of the broad range of issues pertaining to adolescent mental health problems, including issues related to substance misuse among adolescents and families. Knowledge and understanding of the diagnostic criteria pertaining to the psychiatric diagnoses most prevalent in the adolescent population. Comprehensive counseling skills including group and family therapy. Effective listening and consensus building skills that promote communication and lead to a cooperative approach to problem solving within interdisciplinary settings. Ability to establish rapport with clients and families in order to explore issues that are beyond the initial presenting concerns. Knowledge and ability to conduct social science research. Demonstrated ability to design, implement, revise, and participate in the evaluation of programs. Comprehensive knowledge of policy and procedures of Fraser Health including confidentiality and FOI principles. Demonstrated ability to communicate effectively, both verbally and in writing. Demonstrated ability to plan, organize and prioritize work in continuously changing and complex environment. Problem solving and decision making skills and ability to exercise sound judgment. Ability to deal effectively with others. Physical ability to perform duties of the job.
