About this Role Summary

The Civil Engineer (P.E.) is responsible for reviewing, approving, and sealing civil engineering plans for fiber optic and utility infrastructure projects within the State of Texas. This position ensures engineering compliance with municipal, county, and TxDOT standards while supporting permitting, right-of-way coordination, and construction execution.

The Civil Engineer is capable of reviewing plan & profile drawings, bore profiles, traffic control plans, and right-of-way improvements while communicating effectively with clients, state agencies, and internal teams.

What You'll Do Essential FunctionsReviews and seals engineering plans in accordance with the Texas Engineering Practice Act and Board rules.Oversees preparation and quality control of plan & profile drawings, HDD bore profiles, traffic control plans (TCP), bridge crossings, railroad and pipeline crossings, and right-of-way restoration details.Tracks projects according to client and company procedures from inception to completion.Provides engineering support during permitting review cycles and responds to jurisdictional comments.Attends meetings with clients, municipalities, counties, and TxDOT districts as required.Ensures compliance with local, county, and state regulations including TxDOT Utility Accommodation Rules and MUTCD standards.Performs engineering analysis as required for drainage, grading, and utility conflicts.Maintains accurate engineering records and documentation in accordance with company and state standards.Performs other job-related duties as assigned.CompetenciesStrong critical thinking skills and attention to detail.Ability to work independently with minimal supervision.Thorough understanding of right-of-way permitting processes.Knowledge of utility coordination, SUE investigations, and conflict analysis.Proficient in AutoCAD (Civil 3D preferred) and ability to review engineering plan sets.Strong written and verbal communication skills.Ability to manage multiple projects across various jurisdictions.Understanding of engineering liability and professional responsibility.

 

Work Environment

 

This position primarily operates in a professional office environment with routine use of office equipment and engineering software. Occasional site visits may be required, which may expose the employee to outdoor weather conditions and active construction environments.

Physical Requirements

The position requires the ability to sit for extended periods while reviewing plans and performing computer-based work. Occasional standing, walking project sites, and lifting of materials up to 25 lbs. may be required.

Travel

Limited travel may be required within Texas and other states where licensure is held to attend client meetings, jurisdictional reviews, or site visits.

 

What You'll Bring Education and ExperienceBachelor’s Degree in Civil Engineering or related field.Must hold an active Professional Engineer (PE) license in the State of Texas in good standing.Ability and willingness to obtain Professional Engineer licensure in additional states as required by company operations (including through comity/reciprocity).Experience in utility and/or right-of-way (ROW) design preferred.Experience serving as Engineer of Record on public infrastructure projects preferred.
