Description of Job
Please Note: This position works 2 days a week in the office, but this is dependent on the work needs of the agency and may require coming in more to meet the work needs of the agency or local communities.
About this Unit:
The Division of Child Welfare (DCW) provides a range of leadership, management, and supervisory functions related to administering child welfare services to children, youth, and families. DCW supervises all child welfare programs in Colorado's 64 counties and delivers technical support, monitoring, program improvement, regulatory oversight, and other quality assurance functions. The Division provides licensing and monitoring of service providers who offer twenty-four-hour care to children/youth in out-of-home placement.
The Permanency Services Unit oversees ongoing child welfare services in the State of Colorado. The unit provides technical assistance, monitoring, and oversight of statewide county, provider, and grantee practice. The unit sets policy and procedures for the 64 county social/human services departments regarding in-home, out-of-home, non-court involved, and court–involved practice, prevention, and post-permanency ongoing child welfare services, including overseeing county-based foster care. The unit works with county departments to ensure regulatory and statutory compliance and to offer technical assistance when practice is not in line with policy and law. Staff within the unit research promising, supported, and well-supported practices being utilized nationwide and make policy recommendations for implementation in Colorado. In addition, the unit provides administration of the Adoption Savings and Incentive grant, the tribal contracts, and the Monthly Caseworker Visit (MCV) grant.
The Permanency Services Unit is a branch of the Division of Child Welfare within the Office of Children, Youth, and Families, which consists of the Divisions of Youth Services, Child Welfare, and Community Programs. The unit is under the oversight of the Division of Child Welfare Director.

Summary of Job Duties:
Management and Leadership:
This position is a unique level of knowledge and expertise to county departments of social/human services, County Commissioners, and other state agencies on statutory and regulatory requirements for child welfare programs related to permanency planning, ongoing services, and placement. This position:
+ Advises the DCW Director on personnel, policy, and legislative matters that affect the Division.
+ Oversees the unit's activities related to customer responsiveness, holding counties accountable using the continuum of county supervision framework, routinely utilizing data and outcomes for program evaluation, and supporting the use of a quality assurance model by program staff supervised by this position.
+ Develops and implements technical assistance plans for use by counties/providers.
+ Develops performance standards and plans used for evaluating program outcomes and objectives.
+ Reviews and approves staff analyses and recommendations for program data.
+ Participates in long-term strategic planning, including but not limited to budget development, C-Stat performance, and program policy and system modifications necessary to operate the program and achieve cross-program strategic goals effectively.
+ Identifies statewide training needs relative to the Permanency Services Unit through review of local program performance, identification of gaps in service delivery, and county needs assessment; coordinates with the DCW Training Unit to ensure integration of policy/program changes into training curriculum.
+ Develops and approves requests or initiatives necessary to operate the program, analyzes caseload data to determine service trends and project program and budget needs, and adjusts program priorities as necessary.
+ Serves as a liaison with other state agencies; Child Welfare Sub Policy Advisory Committee (Sub-PAC); advocates, associations, and stakeholders; county departments of social/human services; and represents the Division in other public and private forums.
+ Negotiates and coordinates with internal and external entities and agencies to develop program design and direction. These partners include: Administrative Review Division, State Judicial Department, Office of Behavioral Health, Colorado Department of Education, Colorado Department of Early Childhood, Colorado Department of Public Health and Environment, Colorado Department of Health Care Policy and Financing, and Federal Children's Bureau program liaisons.
+ Authors' reports and articles providing information on permanency programs, current status, policy, issues and trends. Such articles and reports are shared with national organizations, other states, legislators, media, county departments, and other stakeholders. Oversees the unit's budget requests and works with the Division Finance Unit Manager and the DCW Director to submit decision items and budget requests.
+ Negotiates with other entities and agencies, including federal authorities, different states, county departments, private non-profit providers, and two state tribes to ensure compliance with regulations, rules, and program requirements.
+ Travels to meetings, training, conferences, county departments, and other stakeholder locations within the state and nationally to ensure effective management of the unit’s work areas. Prepares for and implements ongoing change management activities.
Program Policy Development and Evaluation:
This position serves as the policy expert for the Division of Child Welfare in the area of ongoing/permanency services.
+ Interprets, develops, and oversees the implementation of statewide policies, procedures, and regulations for the ongoing and permanent services programs, using caseload data, professional literature, research, program reviews, and information from other states.
+ Develops program standards for implementation of ongoing and permanency services programs to include evaluation, monitoring, program performance, strategic program design, including review of service delivery models, length of services, and methods to evaluate program outcomes and effectiveness.
+ Serves as the liaison on all ongoing and permanency services program issues with the Department's Office of Legislative Affairs.
+ Provides testimony at legislative hearings and collaborates with legislators on behalf of the unit on permanency programs.
+ Reviews, comments, and alerts the DCW Deputy Director and Division leadership of the proposed legislation's potential policy and/or scale impact.
+ Collaborates and communicates with the county department of human/social services’ management staff through the Informs Child Welfare Sub PAC and PAC regarding new and/or existing child welfare policy initiatives.
+ Works with Division staff, county and community stakeholders, and the State Board of Human Services to promulgate rules.
+ Develops performance standards and evaluation plans for system data evaluation and determines program, policy, and system modifications necessary to achieve effective delivery of program services statewide.
+ Travels to county departments throughout the state to oversee and provide feedback regarding department performance.
Supervision:
+ As a second—and third-level supervisor, this position directly supervises the Resource Administrator, the Ongoing Administrator, and the Program Assistant for the Permanent Services Unit.

MINIMUM QUALIFICATIONS:

+ A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years
Preferred Qualifications:
+ Experience working within child welfare that affords the opportunity to become proficient in permanency services, supervises professionals, and gains an understanding of the impact of federal and state legislation on direct practice.
+ Bachelor's or Master’s degree in areas related to public policy, business, management, with progressively more responsible leadership and management positions held.
+ Experience with Google Suite
+ Experience working in the human services field, in-depth and sophisticated knowledge of child welfare programs, strong analytical skills and exceptional problem-solving abilities, knowledge of professional statistical theories and techniques, and excellent team skills, project development and management skills.
+ Previous supervisory experience in a professional program.
+ Experience as an ongoing administrator, manager, or supervisor
+ Experience in policy review and interpretation
+ Experience navigating a state/county partnership
+ Understanding of child welfare policies (i.e. Federal Law, Colorado statute and Volume VII rules)
+ Certification as a child welfare supervisor in Colorado
