The position is located in the Office of Children, Youth, and Families (OCYF), Division of Child Welfare (DCW), Provider Services Unit (PSU), and Provider Performance Unit. The Division of Child Welfare Services provides a range of leadership, management, and supervisor functions related to the delivery of public child welfare services to children, youth, and families. The Division is responsible for the ongoing implementation of child welfare services in Colorado and supervises county departments of human/social services in the administration of Child Welfare programs, and privately operated 24-hour care facilities licensed by the Division of Child Welfare. The Provider Services Unit (PSU) exists to license, monitor, supervise, train, and provide statewide oversight for privately operated 24-hour childcare facilities and agencies, including residential child care facilities (RCCF), qualified residential treatment programs (QRTP), secure residential treatment centers (SRTC), psychiatric residential treatment facilities (PRTF), homeless youth shelters (HYS), shelter care, specialized group facilities, homes and centers (SGF), child placement agencies (CPA), therapeutic foster care (CPA-THRFC), treatment foster care (TX-FH), adoption agencies (CPAAD), respite child care centers (RCCC), and day treatment facilities (DT) across the State of Colorado. The goals of the unit are to ensure the health, safety, and well-being of the children and youth served in those facilities. The work unit is responsible for comprehensive integrated (interagency) licensing and monitoring of the 24-hour childcare facilities, auditing and investigating reports/allegations involving licensing violations, determining facility or agency culpability, evaluating the integration of trauma-informed principles and practices, monitoring the quality of care, providing support and education, and ensuring the safety of children placed or receiving services with providers. Summary of Position: Supervises the Investigative Monitoring Team, which is responsible for supervising and monitoring all 24-hour facilities and agencies licensed by the Division of Child Welfare/ Provider Services Unit. The unit is responsible for ensuring the health, safety, and well-being of children and youth placed in out-of-home placement and treatment settings, more specifically, residential child care facilities, respite child care centers, day treatment facilities, homeless youth shelters, secure residential treatment centers, qualified child placement agencies, and specialized group facilities and foster home certifications under child placement agencies, that case manages traditional, treatment and therapeutic foster care, as well as domestic and international adoptions. This position and the monitoring team are responsible for the monitoring and enforcement of Volume 7 regulations and related statutes, specific to the license type, through investigations, such as Stage II, Complaint, Critical Incident Reporting, and Monitoring. Determines compliance through observations, interviews, reports, and corrective responses. Provides technical assistance and program improvement recommendations to agencies/facilities and works in collaboration with related stakeholders. Monitors to corrective actions, as deemed appropriate and based on investigations completed. This position is designated as remote and is 100% home-based. Supervision of Investigative Monitoring Specialists + This position meets individually with staff to problem-solve issues, discuss progress toward annual goals, and ensure that unit processes and program policy development objectives are being met. + Responsible for evaluating each staff member in accordance with the PMP processes established by the Department. + Ensures workplace equity and development for all staff. Reports to management when concerns on the unit arise, employee performance issues are evident, and solutions. + Conducts interim performance evaluations, when necessary, with unit staff and ensures that all corrective actions are enforced and regularly reviewed for progress. + Develops and revises standard operating procedures and desk manuals that outline the expectations of the team, in collaboration with management. + Examines investigative monitoring processes and regularly meets with other unit supervisors to ensure processes and practices of all specialists (licensing, monitoring, and PMO) are consistent and efficient. + Research processes within the Department or within systems that overlap with the unit in function by collecting information, assessing the impact to the work of the unit, and reporting to management. + Trains Monitoring staff on all duties associated with their position and on changing processes. + Gathers input and instruction from management and creates memorandums, emails, or policies to communicate operational information internally and externally. Reviews and assigns all caseload assignments, Stage II’s, Complaints, and other monitoring investigations/ visits to agencies and facilities. + Provides the final approval of all Reports of Inspections and provider responses, using Trails Mod/ Legacy, CLMA, and any other means to approve investigations before them being sent to scanning. + Regularly meets with the Provider Resource Specialist, who is responsible for reviewing the quality of all Critical Incident Reports submitted to the Department and assigning them to the respective Monitoring Specialist, to ensure that they know of all incidents rising to the level of concern or egregious incidents. + Serves as the backup to the Provider Resource Specialist, to review all critical incident reports in their absence. Ensure Compliance with Minimum Standards of Agencies, Facilities, and Provide Technical Assistance + Evaluate the minimum standards of programming, practices and policies, and compliance for licensed providers providing out-of-home care and day treatment facilities; specifically, conduct file reviews, ensure staff and care providers are supervised and trained according to their individual needs and the needs of the youth, assesses treatment planning, observes milieu, assesses quality of home study evaluations, assesses behavioral interventions utilized by facilities, examines financial documentation to ensure stability of agencies and facilities and that the needs of the youth are being met, and conducts interviews with staff, foster families, and youth to determine quality of care provided. Investigations + This position will carry a small caseload of consisting of licensed agencies and facilities, as well as supervise the Investigative Monitoring Specialists who also conduct agency and facility investigations. + Evaluate programs through the analysis of investigations to include Stage II’s, Complaints, Critical Incident Reports, and any other plausible investigation to ensure that the agency/ facility is in compliance with Volume 7 regulations and relative statutes. This includes the review of the agency's or facility’s policies and procedures, behavior management and discipline, staff qualifications, medication administration, and plans for educational, community, and recreational activities, treatment and services to be provided, and site compliance and quality via inspections and interviews. + Completes reports of inspection outlining any observed violations, and reviews to approve or deny the agency’s or the facility’s response and to ensure correction of violations. + Assists other Monitoring Specialists in completing investigations when going out with the team on visits to ensure consistency with all team members completing investigations. Stakeholder Involvement + This position will work closely with other teams within Placement Services for consistency and to offer the most appropriate and quality services to the providers, families, and youth served. + Participates in the development and implementation of integrated and consistent Monitoring protocols within the Division of Child Welfare as well as with other divisions and stakeholders, including the Administrative Review Division, Office of Behavioral Health, Division of Youth Services, and Colorado Department of Early Care and Learning. + Consult as necessary regarding these protocols with county departments of human services, and other government agencies including the Department of Public Health and Environment, the Department of Education, the Colorado Department of Public Safety, the Department of Regulatory Agencies, Health Care Policy and Finance, the Behavior Health Administration and the Office of Management Improvement. + Develops, tests, and refines review instruments in order to assure that child safety concerns are addressed. + Ensures that facility self-assessment tools are developed, treatment standards are detailed in rule, and integrated (interagency) processes are maintained and enhanced. + Provides technical consultation and assistance to all units and divisions responsible for out-of-home child placements to develop new rules, statutes, or to assist in the revision of rules in order to improve provider performance and to assure children’s health, safety, and well-being. Initiates Volume 7 rule revisions and updates to reflect current practice and statute changes, if necessary. + The position is relied on to be the expert opinion on how Volume 7 is interpreted and implemented by Investigative Monitoring Specialists and makes necessary recommendations for when Volume 7 rules need to be modified to reflect changes in evidence-based practices and research publications. Corrective Actions + Compiles and interprets data on patterns of provider deficiencies or gross incidents of non-compliance with Volume 7 in order to determine when adverse monitoring actions is warranted. + Makes recommendations to the Monitoring Manager when it is determined that the Department may need to take adverse action against a license. + Provides documentation and testimony in summary suspension situations and other adverse action cases. Issues expert opinions, as authorized by the Division of Child Welfare, on child protection and safety that occur within agencies and facilities in order to prompt further actions by other entities within the Department and in the provider community. + Advises management on action steps necessary to rectify ongoing concerns and violations at agency and when adverse action is indicated. Provides follow-up and increased on-site monitoring until provider deficiencies are resolved and abuse/neglect or other safety concerns are alleviated.
