Child Welfare Data Specialist
Position Summary Our Deloitte Strategy & Transactions team helps guide clients through their most critical moments and transformational initiatives. From strategy to execution, this team delivers integrated, end-to-end support and advisory services covering valuation modeling, cost optimization, restructuring, government operations modernization, business design and transformation, infrastructure and real estate, mergers and acquisitions (M&A), and sustainability. Work alongside clients every step of the way, helping them navigate new challenges, avoid financial pitfalls, and provide practical solutions at every stage of their journey—before, during, and after any major transformational projects or transactions.

Work You’ll Do  • Provide consultation and support to public child welfare agencies (jurisdictions) in understanding, analyzing, using, and sharing their child welfare data to inform decision-making and strategy selection • Contribute to tracking key performance metrics relevant to child welfare (safety, permanency, and well-being). • Identify trends, patterns, and correlations in child welfare data to inform technical assistance development and delivery. • Develop and provide training to child welfare staff on data literacy, interpretation, and application to daily workflows. • Provide consultation and support to public child welfare agencies to more deeply explore performance using available quantitative and qualitative data and identifying areas for additional data collection (i.e., using data to test theories/hypotheses; training and coaching and review of the completeness of problem exploration) • Support connecting Continuous Quality Improvement (CQI) activities with data collection processes and findings • Support jurisdiction engagement of youth- and family-centered practices in data collection and review • Support jurisdiction self-assessment of federal requirements in preparation for federal monitoring reviews • Support jurisdictions with the development of project management plans and teaming structures to participate in federal monitoring reviews • Support engagement of representative youth and family expertise in state and federal processes • Support development of jurisdictional improvement plans, and implementation of improved processes based upon federal review findings

Qualifications  
Required:  • Bachelor’s degree required  • 10+ years of experience in child welfare • 5+ years of experience analyzing AFCARS, NCANDS, and/or state child welfare data sets, including assessing and addressing data quality concerns and generating insights. • Experience providing consultation and support to public child welfare agencies to select, implement, and monitor the use of risk and safety assessment tools and protocols (i.e., assessment selection or protocol development; implementation; training; coaching; and examination of assessment reliability/validity) • Experience interpreting and communication jurisdictions’ needs and strengths through use of data • Expert knowledge of Microsoft Excel and proficiency with one or more additional data analytic software or visualization tools such as Tableau, Power BI, Python, SAS, STATA, R  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future  • Must be able to obtain and maintain the required clearance for this role  • Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve 
Preferred:  • Knowledge of quality assurance, continuous quality improvement, and/or data analysis principles • Experience with readiness assessments, root cause analyses, and evaluation activities • Experience assessing and supporting public child welfare agencies’ data collection processes, tools, and other needs (including assessing data quality) • Previous consulting experience, with demonstrated excellence in communication (verbal and written), active listening, attention to detail, organization/tracking, judgement and agenda/deck development
