BACKGROUND:  
The International Rescue Committee(IRC), one of the world’s largest humanitarian agencies, provides relief,rehabilitation, and post-conflict reconstruction support to people affected bynatural disaster, oppression, and violent conflict in more than 40 countries.The IRC is committed to bold leadership, innovation, and creative partnerships.Active in public health, education, livelihoods, women's empowerment, youthdevelopment, and protection and promotion of rights, the IRC assists peoplefrom harm to home. The IRC launched an emergencyhealth response in Libya in September 2016 as the humanitarian situation in thecountry was deteriorating following the 2014 civil war. Since then, the IRC hasbroadened its portfolio with health, protection, and governance programs aimingto employ a holistic approach to meeting the needs of crisis affected andvulnerable communities to survive, recover, and gain control of their futures. TheIRC has been working to expand its multi-sectoral reach in areas of criticalneed in Libya and in these efforts houses a Grants & Partnerships Unit(GPU) to support the design of, fundraising for, and management of quality,responsive programming with ambitious goals for work in partnership with localactors.
Thescope of IRC Libya’s protection and empowerment programming includes Women’sProtection and Empowerment (WPE, which includes gender-based violence (GBV)prevention and response), child protection (CP), and Protection Rule of Law(PRoL, or broader humanitarian protection) for conflict-affected and othervulnerable women, girls, men, and boys. In the design and development ofresponsive, client-centered protection programming, the IRC works both directlyand in partnership with local actors promoting women’s social and,increasingly, economic empowerment and an improved protection environment forconflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raisedawareness among communities, provided training for service providers, andestablished spaces for a range of psychosocial support activities and access tocase management for women, adolescent girls, and children in Libya. The IRCaims to build on that foundation with additional, targeted support to localcapacities and community-based mechanisms.


JOB OVERVIEW/SUMMARY: IRC Libya isseeking a Child Protection Facilitator for a project that will build on priorproject achievements toward increasing access to prevention and responseservices and an improved protection environment for children. Under thesupervision of the WPE and CP manager, the facilitator will conduct focused non-formaleducation training for children, plan and organize awareness sessions on childprotection, participate in data collection, surveys, prepare reports andperform other child protection related duties as may be guided from time totime.

MAJOR RESPONSIBILITIES

Facilitate non-formal education sessions, bothremedial classes for children at risk of dropping out of school and catch-upclasses for children who need to re-enroll in the formal education system.
Facilitate remedial classes for children inthe form of seminars at the supported Centers during the school holidays and inthe afternoon during the school year as per set non formal education modules.
Facilitate Maths sessions for children usingIRC’s Math Manual.
Facilitate Arabic sessions to support childrento achieve basic literacy levels that allow them to study other subjects inArabic in formal schools.
Contribute to the delivery ofawareness creation of child protection concerns and issues such as earlymarriage, maltreatment, abuse, and exploitation, and enhancing the protection ofboys, girls, and women through community outreach activities.
Identify children at risk of abuse,neglect, exploitation, and violence during regular field visits in thecommunity and refer to child protection case workers for further assistance.
Conduct and deliver unicef curriculum“lifeskills” to adolescents, and conduct recreational activities.
Provide information to parents, caregivers,and children on available humanitarian services and create a link between themand service providers present in the area as per service maps.
Work closely with Partners to ensurethat boys and girls benefiting from IRC services are not exposed to any form ofharm during the activity implementation.
Participate in conducting surveys, needsassessments, safety audits, and service mapping exercises.
Support in collecting data onrelevant activities and draft reports in consultation with the supervisor andMEAL team.
Participate in activity planningmeetings and share activity reports with the supervisor on a weekly basis or asmay be required.
Support the logistical arrangementsof the relevant activities at the  Centerand in the community.
Contribute to the procurement ofmaterials used for the implementation of relevant activities.
Perform any other duties as may beguided by the supervisor.


Key Relationships
Position Reports to:  CP CB Officer, CP andWPE Manager
Staff management: The CP Facilitator will manage community outreach volunteers(COVs).

Working Environment:  This position will bebased in Alkufra.

Minimum Qualifications:

Bachelor’s degree in relevant field –education, social sciences, public health, etc.
At least 2 years of experience as ateacher and working with vulnerable groups in emergency/conflict orpost-conflict settings preferred.
Knowledge of child development theoryand methodologies.
Experience in participatoryapproaches and child participation methodologies
Familiarity with child protectionprogramming including psychosocial support, access to education and health,community-based child protection as well as other various protection measuresto ensure children’s safety.
Proven experience in deliveringtraining to children and adults.
Good understanding of the localcontext and cross-cultural sensitive issues
Good communication skills withfluency in written and spoken English and Arabic languages.
Basic computer skills includingMicrosoft Word and power point.
Experience in regular report writing.
Ability to take initiative and adaptto changing circumstances and priorities.
Demonstrated high level offlexibility, responsiveness, and reliability.
Ability to work under pressure andstrong time management skills to meet both short-term and long-term objectives.
