BACKGROUND:
The International Rescue Committee (IRC), oneof the world’s largest humanitarian agencies, provides relief, rehabilitation,and post-conflict reconstruction support to people affected by naturaldisaster, oppression, and violent conflict in more than 40 countries. The IRCis committed to bold leadership, innovation, and creative partnerships. Activein public health, education, livelihoods, women's empowerment, youthdevelopment, and protection and promotion of rights, the IRC assists peoplefrom harm to home. The IRC launched an emergencyhealth response in Libya in September 2016 as the humanitarian situation in thecountry was deteriorating following the 2014 civil war. Since then, the IRC hasbroadened its portfolio with health, protection, and governance programs aimingto employ a holistic approach to meeting the needs of crisis affected andvulnerable communities to survive, recover, and gain control of their futures. The IRC has beenworking to expand its multi-sectoral reach in areas of critical need in Libyaand in these efforts houses a Grants & Partnerships Unit (GPU) to supportthe design of, fundraising for, and management of quality, responsiveprogramming with ambitious goals for work in partnership with local actors.
The scope ofIRC Libya’s protection and empowerment programming includes Women’s Protectionand Empowerment (WPE) prevention and response), child protection (CP), andProtection Rule of Law (PRoL, or broader humanitarian protection) forconflict-affected and other vulnerable women, girls, men, and boys. In thedesign and development of responsive, client-centered protection programming, theIRC works both directly and in partnership with local actors promoting women’ssocial and, increasingly, economic empowerment and an improved protectionenvironment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raisedawareness among communities, provided training for service providers, and establishedspaces for a range of psychosocial support activities and access to casemanagement for women, adolescent girls, and children in Libya . The IRC aims tobuild on that foundation with additional, targeted support to local capacitiesand community-based mechanisms.
JOBOVERVIEW/SUMMARY: The IRC launched a program aimed atproviding life-saving medical care and integrated protection services. Thisinitiative expands our protection interventions, focusing on community-basedprotection, rule of law, child protection, women's empowerment (including GBVresponse and prevention), and mental health and psychosocial support (MHPSS)across all project locations.
Our current capacity-buildinginitiatives target service providers in selected communities, including BrakAlshati, Alkufra, Misurata, Tripoli and Benghazi. These services aim tostrengthen the child protection system and enhance the capacity of variousstakeholders.
MAJOR RESPONSIBILITIES:
The CP Capacitybuilding Officer will:
Conduct situational and needsassessments to inform program design and adaptation.
Conduct child protection capacityassessment and implement the required capacity building support to IRC Staffand Partner staff on CP Case Management, IRC curriculum including SEL, PositiveParenting sessions and Now I am stronger.
Supervise technical content andimplementation of structured and non-structured activities and awareness-raisingcampaigns for children and families.
child protection staff and external actorsincluding on-going coaching and mentoring.
Participate in building a strongrelationship and understanding with the local community.
Undertake field visits to providetechnical mentorship and supervision as well as regularly monitoring of the qualityof the CP activities in all locations.
Develop a training plan for externals in closecoordination with the liner Manager and in consultation IRC partners.
In coordination with UNICEF, Identifyappropriate actors that would participate in UNICEF capacity building planmainly in CP case management and SEL and will benefit from CP training andcommunicate to the line manager in support of ongoing potential capacitybuilding actors mapping as appropriate.
Provide support supervision and mentorship to CP Caseworkers and ensure that the staff adhre to the minimum standard when workingwith Children at the SHLSs.
Plan, coordinate, and deliver relevantCP related training to IRC staff, Partner staff and community outreachvolunteers, and local NGOs, NGOs and other frontline actors.
Ensure all training and capacitybuilding activities are carried out in accordance with IRC policies andprocedures.
Coordinate and organize logistics fortraining, including raising purchase requests to ensure all materials are readyfor training.
Monitor training outcomes through baselinesurveys, pre- and post-tests, and follow-up interviews, and continually reflecton training experiences and monitoring data to improve future training.
Compile, monthly, and weekly submissionsof plans, data and reports both qualitative and quantitative, in relation tochild protection program activities.
Participate in the project meetings toshare regular updates e.g., number of trainings and CP Capacity gaps.
Provide support to the line manager andthe Senior WPE officer as per need.
Together with the WPE Senior officer,the CP team, and IRC partner develop and update a clear schedule of all childprotection capacity building activities for actors in target locations andshare it with the supervisor.
Liaise with CP team and other protectionteams for potential participants referrals and joint activities.
Any other task as assigned by the line manager.

Minimum Qualifications:Job Requirements:
Degree in social work,psychology, human rights, or related degree.
Minimum two years’ experience working in thefield of child protection and has experiencein CP Case management .
Previous experience in working with childrenwith special needs or psychological distress.
Good understanding of CP Minimum Standards inEmergencies.
Good understanding of CP Case Management.
Good knowledge of Child Safeguarding and PSEAstandards in humanitarian actions.
Confident communicator, excellent negotiationsskills.
Very well organized and with good reportingskills.
Able to work under pressure.
Works well inteamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Flexible attitude towards receiving feedback.
Proven computer literacy skills.
Ability and willingness to work and travel inremote areas.

Working Environment:
The Child Protection Capacity Building Officerwill be based in Misurata with trips to IRC work locations.
