BACKGROUND:
The International Rescue Committee (IRC), one of the world’slargest humanitarian agencies, provides relief, rehabilitation, andpost-conflict reconstruction support to people affected by natural disaster,oppression, and violent conflict in more than 40 countries. The IRC iscommitted to bold leadership, innovation, and creative partnerships. Active inpublic health, education, livelihoods, women's empowerment, youth development,and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response inLibya in September 2016 as the humanitarian situation in the country wasdeteriorating following the 2014 civil war. Since then, the IRC has broadenedits portfolio with health, protection, and governance programs aiming to employa holistic approach to meeting the needs of crisis affected and vulnerablecommunities to survive, recover, and gain control of their futures. TheIRC has been working to expand its multi-sectoral reach in areas of criticalneed in Libya and in these efforts houses a Grants & Partnerships Unit(GPU) to support the design of, fundraising for, and management of quality,responsive programming with ambitious goals for work in partnership with localactors.
Thescope of IRC Libya’s protection and empowerment programming includes Women’sProtection and Empowerment (WPE, which includes gender-based violence (GBV)prevention and response), child protection (CP), and Protection Rule of Law(PRoL, or broader humanitarian protection) for conflict-affected and othervulnerable women, girls, men, and boys. In the design and development ofresponsive, client-centered protection programming, the IRC works both directlyand in partnership with local actors promoting women’s social and,increasingly, economic empowerment and an improved protection environment forconflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raisedawareness among communities, provided training for service providers, andestablished spaces for a range of psychosocial support activities and access tocase management for women, adolescent girls, and children. The IRC aims tobuild on that foundation with additional, targeted support to local capacitiesand community-based mechanisms.
JOB OVERVIEW/SUMMARY: The IRC launched a program aimed atproviding life-saving medical care and integrated protection services. Thisinitiative expands our protection interventions, focusing on community-basedprotection, rule of law, child protection, women's empowerment (including GBVresponse and prevention), and mental health and psychosocial support (MHPSS)across all project locations.
Our current capacity-building initiatives target service providersin selected communities, including Brak Alshati, Alkufra, Misurata, Tripoli andBenghazi. These services aim to strengthen the child protection system andenhance the capacity of various stakeholders.
MAJOR RESPONSIBILITIES
Supervise technical content andmonitor activities for children and their caregivers in coordination with IRCpartner in Misurata.
Conduct situational and needs assessments to inform program designand adaptation.
Support in conducting child protection capacity assessment andimplement the required capacity building support to IRC Staff and Partner staffon CP Case Management, IRC curriculum including SEL, Positive Parentingsessions and Now I am stronger.
Train staff on conduct informationdissemination sessions and review the material and share back with the linemanager.
Directly facilitate sessions focusedon building awareness of different themes related to their wellbeing, safetyplanning, and deliver key messages on child protection with the IRC partner.
Conduct regular sessions on CPstandards and principles, provide technical support to staff on Identifying children at risk.
Ensure thecorrect documentation and compilation of Case Management forms in accordancewith all case management steps and related tools and procedures.
Support the CP CB Officer in Develop a training plan for externalsin close coordination with the liner Manager and in consultation IRC partners.
Support the CP CB Officer in UNICEF capacity building plan for CP trainings including CP Case management and SELunder the CM SOP initiative.
Involve and follow-up partner staff inorganizing and conducting awareness sessions on Child Protection related issues.
Conduct surveys, CP needsassessments, safety audits, and service mapping exercises.
Ensure all logistic aspects for theconduct of the awareness and PSS sessions are in place.
Share with the CP CB officer on aweekly basis all the needed items for the work.
Supporting in ensuring accurate datais collected, entered into the database and detailed analysis provided usingthe right tools and in consultation with the MEAL team and the supervisor.
Support in collecting data onrelevant activities and draft reports in consultation with the CP officer andMEAL team.
Participate in activity planningmeetings and share activity reports with the CP CB officer on a weekly basis oras may be required.
Support the logistical arrangementsof the relevant activities at the selected locations within the affected areas andin the community.
Contribute to the procurement ofmaterials used for the implementation of relevant activities.
Perform any other duties as may beguided by the CP officer.

Minimum Qualifications:Bachelor’s degree in relevant field –education, social sciences, etc.
At least 2 years of experience implementingchild protection activities, including implementing PSS activities and workingwith vulnerable groups in emergency/conflict or post-conflict settings.
Experience in participatoryapproaches and child participation methodologies
Familiarity with child protectionprogramming in emergencies including psychosocial support, access to educationand health, community-based child protection as well as other variousprotection measures to ensure children’s safety.
Proven experience in deliveringtraining to children and adults.
Good understanding of the localcontext and cross-cultural sensitive issues
Good communication skills withfluency in written and spoken English and Arabic languages.
Basic computer skills includingMicrosoft Word and power point.
Experience in regular report writing.
Ability to take initiative and adaptto changing circumstances and priorities.
Demonstrated high levels offlexibility, responsiveness, and reliability.
Ability to work under pressure andstrong time management skills to meet both short-term and long-term objectives.
