The IRC is committed to bold leadership, innovation, and creative partnerships. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors. The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE, which includes gender-based violence (GBV) prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provided training for service providers, and established spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms. JOB OVERVIEW/SUMMARY: The IRC launched a program aimed at providing life-saving medical care and integrated protection services. This initiative expands our protection interventions, focusing on community-based protection, rule of law, child protection, women's empowerment (including GBV response and prevention), and mental health and psychosocial support (MHPSS) across all project locations. Our current capacity-building initiatives target service providers in selected communities, including Brak Alshati, Alkufra, Misurata, Tripoli and Benghazi. These services aim to strengthen the child protection system and enhance the capacity of various stakeholders. MAJOR RESPONSIBILITIES Supervise technical content and monitor activities for children and their caregivers in coordination with IRC partner in Misurata. Conduct situational and needs assessments to inform program design and adaptation. Support in conducting child protection capacity assessment and implement the required capacity building support to IRC Staff and Partner staff on CP Case Management, IRC curriculum including SEL, Positive Parenting sessions and Now I am stronger. Train staff on conduct information dissemination sessions and review the material and share back with the line manager. Directly facilitate sessions focused on building awareness of different themes related to their wellbeing, safety planning, and deliver key messages on child protection with the IRC partner. Conduct regular sessions on CP standards and principles, provide technical support to staff on Identifying children at risk. Ensure the correct documentation and compilation of Case Management forms in accordance with all case management steps and related tools and procedures. Support the CP CB Officer in Develop a training plan for externals in close coordination with the liner Manager and in consultation IRC partners. Support the CP CB Officer in UNICEF capacity building plan for CP trainings including CP Case management and SEL under the CM SOP initiative. Involve and follow-up partner staff in organizing and conducting awareness sessions on Child Protection related issues. Conduct surveys, CP needs assessments, safety audits, and service mapping exercises. Ensure all logistic aspects for the conduct of the awareness and PSS sessions are in place. Share with the CP CB officer on a weekly basis all the needed items for the work. Supporting in ensuring accurate data is collected, entered into the database and detailed analysis provided using the right tools and in consultation with the MEAL team and the supervisor. Support in collecting data on relevant activities and draft reports in consultation with the CP officer and MEAL team. Participate in activity planning meetings and share activity reports with the CP CB officer on a weekly basis or as may be required. Support the logistical arrangements of the relevant activities at the selected locations within the affected areas and in the community. Contribute to the procurement of materials used for the implementation of relevant activities. Perform any other duties as may be guided by the CP officer. Key Relationships Position Reports to: Child Protection Capacity building Officer Working Environment: This position will be based in Misurata. #li-dni Qualifications Bachelor’s degree in relevant field – education, social sciences, etc. At least 2 years of experience implementing child protection activities, including implementing PSS activities and working with vulnerable groups in emergency/conflict or post-conflict settings. Experience in participatory approaches and child participation methodologies Familiarity with child protection programming in emergencies including psychosocial support, access to education and health, community-based child protection as well as other various protection measures to ensure children’s safety. Proven experience in delivering training to children and adults. Good understanding of the local context and cross-cultural sensitive issues Good communication skills with fluency in written and spoken English and Arabic languages. Basic computer skills including Microsoft Word and power point. Experience in regular report writing. Ability to take initiative and adapt to changing circumstances and priorities. Demonstrated high levels of flexibility, responsiveness, and reliability.
