The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors. The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE, which includes gender-based violence (GBV) prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provided training for service providers, and established spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms. JOB OVERVIEW/SUMMARY: In response to the humanitarian situation in Libya, the IRC is Expanding its protection interventions, with a focus on community-based protection, rule of law, child protection, Women Empowerment including GBV response and prevention, and MHPSS across all its project locations. The Child Protection Assistant will be mainly supporting the Local partner in: conduct structured and non-structured psychosocial support activities for children at the safe healing learning space within Brak Alshati municipality, and support community outreach activities for parents and caregivers, plan and organize awareness sessions on child protection, manage and collect data from the partner, surveys, prepare reports and perform other child protection related duties as may be guided from time to time. MAJOR RESPONSIBILITIES Plan, organize PFA sessions, recreational and destressing activities for children at Brak Alshati and the selected locations within the affected areas to promote the well-being of children. Plan, organize and conduct information dissemination sessions at Brak Alshati and the selected locations within the affected areas in collaboration with another stakeholder presents in the field when needed. Directly facilitate sessions on international days focused on building awareness of different themes related to their wellbeing, safety planning, and deliver key messages on child protection. Identify children at risk through regular contacts and visits in the community and areas of intervention and refer them to the partner social worker. Manage collecting data on relevant activities of the partner staff and draft reports in consultation with the Information data management officer officer and MEAL team. Support the implementation of group MHPSS and individual case management for children in and around the project location in accordance with all case management steps. Ensure the correct documentation and compilation of Case Management forms in accordance with all case management steps and related tools and procedures. Involve and follow-up community outreach volunteers in organizing and conducting awareness sessions on Child Protection related issues in collaboration with Partner staff. Conduct surveys, CP needs assessments, safety audits, and service mapping exercises. Ensure all logistic aspects for the conduct of the awareness and PSS sessions are in place. Share with the CP CB officer on a weekly basis all the needed items for the work. Supporting in ensuring accurate data is collected from the partner, entered into the database and detailed analysis provided using the right tools and in consultation with the MEAL team and the supervisor. Support in collecting data on relevant activities and draft reports in consultation with the Information data management officer officer and MEAL team. Participate in activity planning meetings and share activity reports with the CP CB officer on a weekly basis or as may be required. Support the logistical arrangements of the relevant activities at the selected locations within the affected areas and in the community. Contribute to the procurement of materials used for the implementation of relevant activities. Perform any other duties as may be guided by the CP and WPE Manager. Key Relationships Position Reports to: Child Protection Officer #li-dni Qualifications Bachelor’s degree in relevant field – education, social sciences, etc. At least 2 years of experience implementing child protection activities, including implementing PSS activities and working with vulnerable groups in emergency/conflict or post-conflict settings. Experience in participatory approaches and child participation methodologies Familiarity with child protection programming in emergencies including psychosocial support, access to education and health, community-based child protection as well as other various protection measures to ensure children’s safety. Proven experience in delivering training to children and adults. Good understanding of the local context and cross-cultural sensitive issues Good communication skills with fluency in written and spoken English and Arabic languages. Basic computer skills including Microsoft Word and power point. Experience in regular report writing. Ability to take initiative and adapt to changing circumstances and priorities. Demonstrated high levels of flexibility, responsiveness, and reliability.
