We are currently seeking a Chief Portfolio Officer to join our team in Baltimore, Maryland (US-MD), United States (US). The Medicaid IT Portfolio Officer is responsible for the overall governance, oversight, and strategic alignment of all IT projects and programs within the Medicaid portfolio. This individual will work closely with the Assistant CIO for Medicaid, program leaders, and IT teams to ensure that technology investments are strategically aligned, efficiently executed, and deliver maximum value to the Medicaid enterprise. A core responsibility of this role will be to identify, champion, and implement Robotic Process Automation (RPA), AI-powered code creation, and other AI tools to significantly speed up project delivery and enhance operational efficiency within the Medicaid IT landscape. Furthermore, this role will be pivotal in developing and managing Advanced Planning Documents (APDs) to secure crucial federal matching funds for our IT initiatives. Key Responsibilities: + Portfolio Management: + Manage the end-to-end lifecycle of the Medicaid IT project portfolio, from ideation and prioritization to execution, monitoring, and closure. + Develop and maintain a comprehensive portfolio roadmap, ensuring alignment with Medicaid's strategic goals and the MDH's overall IT and AI strategies. + Implement and mature robust portfolio governance processes, including selection criteria, prioritization frameworks, and review mechanisms. + Track and report on portfolio performance, including project status, budget adherence, resource utilization, risks, and benefits realization. + APD Creation and Management: + Lead the development, submission, and ongoing management of Advanced Planning Documents (APDs) to the Centers for Medicare & Medicaid Services (CMS) to secure federal financial participation for Medicaid IT projects. + Ensure all APDs are compliant with federal regulations, accurately reflect project scope, budget, and timelines, and clearly articulate the business need and expected outcomes. + Serve as the primary liaison with CMS for APD-related inquiries, reviews, and approvals. + Manage APD updates, annual reviews, and re-certifications as required. + Work closely with finance, procurement, and program teams to gather necessary data and documentation for APD submissions. + AI and Automation for Project Delivery Acceleration: + Champion the adoption and implementation of Robotic Process Automation (RPA) to automate repetitive, rule-based tasks across IT operations and Medicaid business processes, thereby freeing up resources and accelerating project timelines. + Drive the exploration and strategic integration of AI tools for code creation (e.g., Low-Code/No-Code platforms, Generative AI for code assistance) to expedite software development, reduce manual coding efforts, and improve development velocity within the Medicaid IT projects. + Identify and leverage other AI-powered tools and methodologies (e.g., AI for testing, intelligent project scheduling, predictive analytics for risk identification) to enhance project planning, execution, and overall delivery speed. + Work closely with development and operations teams to identify suitable processes and workflows for automation and AI-driven enhancements. + Measure and report on the impact of RPA and AI tools on project delivery metrics, such as time-to-market, cost reduction, and quality improvement. + Project and Program Support: + Provide guidance and support to project managers within the Medicaid IT portfolio, ensuring adherence to project management methodologies, tools, and standards, with a focus on integrating automation and AI. + Identify and mitigate cross-project dependencies, risks, and issues, escalating to the ACIO as needed. + Facilitate resource planning and allocation across the portfolio to optimize delivery, considering the impact of automation. + Stakeholder Communication: + Develop and deliver clear, concise, and timely communications to executive leadership, program stakeholders, and IT teams regarding portfolio status, risks, and strategic direction, highlighting the value delivered through automation and AI. + Act as a central point of contact for portfolio-related inquiries and updates. + Process Improvement: Continuously identify opportunities to enhance portfolio management processes, tools, and methodologies to improve efficiency and effectiveness, with a strong emphasis on automation and AI-driven optimization. + Budget Management Support: Assist the ACIO for Medicaid in developing and managing the IT budget for Medicaid programs, with specific focus on portfolio-level financial tracking and forecasting, and justifying investments in automation and AI technologies. Minimum Qualifications: + Bachelor's degree from an fluid college or university in Information Technology, Computer Science, Business Administration, or a closely related field. + Eight (8) years of progressively responsible experience in IT project management, program management, or portfolio management. + At least three (3) years of experience specifically in a portfolio management role, overseeing multiple IT projects or programs concurrently. + Demonstrated experience in the creation, submission, and management of Advanced Planning Documents (APDs) for federal funding (e.g., CMS). + Demonstrated experience working within a large, complex organization, preferably in a government or healthcare setting. + Strong understanding of project management methodologies (e.g., Agile, Waterfall) and portfolio management best practices. + Demonstrable understanding of Robotic Process Automation (RPA) and Artificial Intelligence (AI) concepts, including their application in accelerating software development and improving operational efficiency. + Excellent analytical, organizational, and communication skills, with the ability to effectively present complex information to diverse audiences. _Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $112,556- $170,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications.
