Summary The Chief Mental Health Officer (CMHO) for VISN 9 will oversee large, complex programs at Complexity Level 1 facilities with extensive psychology and mental health services. CMHOs are responsible for multiple programs or for managing substantial organizations characterized by significant scope, size, and complexity. Responsibilities The CMHO will coordinate overall strategic planning, direction, and execution for mental health services throughout the Network, which consists of seven medical centers throughout Tennessee and Kentucky. The incumbent will develop, implement and lead team management groups {listed above) to effectively accomplish goals, focus on customer needs, quality assurance, staffing, funding and access to care. The CMHO will have full responsibility for oversight in the medical centers and ensure the highest quality of care provided to Veterans through the facility and its affiliated clinics. Specific clinical and management expertise is required at this level to accomplish the following duties: Oversee development and implementation of VISN Mental health strategic plans and goals; collaborate with a wide variety of external stakeholders and other entities, including federal agencies and community organizations, and liaisons with VHA offices facilitating interagency relations; Provide direct supervision of special mental health projects and initiatives that arise in relationship to key external stakeholders; Make decisions regarding high priority mental health projects using teamwork, innovation and coordination to ensure goals are met within the office; Provide guidance for interim, phase, milestone, and final project reviews; Supports development and implementation of mental health policies within the VISNs and facilities; and Oversee and all management schedules and and project timelines, change maintenance control procedures. procedures, resource estimation, and project maintenance procedures. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Social Worker (National Program Director) GS-15: 1. Experience/Education. The national program director must have at least four years of experience as a VA clinical social worker with at least one-year equivalent to the GS-14 grade level, and evidence of at least two years of supervisory and management experience. Experience must demonstrate possession of advanced practice skills in administration, demonstrating professional competency, skills and judgment including knowledge of the VHA System and operations. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. 2. Licensure/Certification. Individual must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. 3. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to lead a large, group of clinical and administrative professionals to facilitate collaboration, and individual and organizational development. Knowledge of Department Level communication protocols to effectively communicate the program specific information, including regulatory changes and policies to VHA leadership, VA staff and community partners. Skill in advising high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines related to specific program areas; setting policy for national program(s) and directing VHA staff in the monitoring, assessment, and implementation of national program(s) throughout VHA. Ability to develop education/training initiatives in concert with clinical and education officials; monitor key activities in program(s) and projects for timeliness, accomplishment of key milestones, and support of overall objectives outlined in directives and other publications of a specific program area. Ability to develop and sustain strategic partnerships with key internal and external VA stakeholders and community partners on a national level. Skill in providing technical consultation and support for various projects and special initiatives, including responses to Congressional inquiries; developing high level briefing papers to convey findings and VHA program positions. Ability to develop and maintain national program databases to track program data and trends across VHA. Ability to respond to inquiries from within the Department, the Administration, Congress, Office of Management and Budget, the Government Accountability Office, and others as appropriate. Preferred Experience: Experience in leading teams within a mental health service environment, including expertise in Selective Placement Factors and Quality Ranking Factors, as well as the development and implementation of mental health programs across all service levels. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office.
