Summary The Chief Mental Health Officer (CMHO) for VISN 9 will oversee large, complex programs at Complexity Level 1 facilities with extensive psychology and mental health services. CMHOs are responsible for multiple programs or for managing substantial organizations characterized by significant scope, size, and complexity. Responsibilities The CMHO will coordinate overall strategic planning, direction, and execution for mental health services throughout the Network, which consists of seven medical centers throughout Tennessee and Kentucky. The incumbent will develop, implement and lead team management groups {listed above) to effectively accomplish goals, focus on customer needs, quality assurance, staffing, funding and access to care. The CMHO will have full responsibility for oversight in the medical centers and ensure the highest quality of care provided to Veterans through the facility and its affiliated clinics. Specific clinical and management expertise is required at this level to accomplish the following duties: Oversee development and implementation of VISN Mental health strategic plans and goals; collaborate with a wide variety of external stakeholders and other entities, including federal agencies and community organizations, and liaisons with VHA offices facilitating interagency relations; Provide direct supervision of special mental health projects and initiatives that arise in relationship to key external stakeholders; Make decisions regarding high priority mental health projects using teamwork, innovation and coordination to ensure goals are met within the office; Provide guidance for interim, phase, milestone, and final project reviews; Supports development and implementation of mental health policies within the VISNs and facilities; and Oversee and all management schedules and and project timelines, change maintenance control procedures. procedures, resource estimation, and project maintenance procedures. Senior Psychologist Program Manager, GS-15: 1. Experience. At least four years of experience as a professional psychologist, with at least one year equivalent to the GS-14 grade level. 2. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Skill in managing and directing the work of large, complex organizational units and in applying effective management practices. 2. Skill in persuasion, negotiation, and motivation to negotiate multiple program policies. 3. Skill in interpersonal relationships in dealing with employees and other managers using advanced consultation and problem solving skills. 4. Skill in the application and analysis of measurement tools to systems issues. 5. Ability to balance responsibilities in a complex environment and to work with great autonomy; ability to set priorities and delegate tasks, meet multiple deadlines, analyze complex organizational problems; and ability to develop and implement effective solutions for those problems. 6. Ability to assess need for basic and complex services across multiple programmatic contexts. 7.Ability to coordinate the efforts of multiple program elements across a complex system. Preferred Experience: Experience in leading teams within a mental health service environment, including expertise in Selective Placement Factors and Quality Ranking Factors, as well as the development and implementation of mental health programs across all service levels.
