We are seeking an experienced and visionary Chief Application Developer – Mainframe to lead the design, development, and modernization of our core mainframe-based systems. This leadership role is pivotal in ensuring the performance, scalability, and reliability of mission-critical applications that drive our business operations.The ideal candidate brings deep technical expertise in mainframe technologies along with strategic thinking and leadership skills to guide cross-functional teams and align legacy systems with future-ready architectures.
Key Responsibilities Strategic Leadership: Define and lead the technology roadmap for mainframe applications in alignment with business goals and modernization efforts. Architecture Oversight: Design scalable, secure, and high-performance application architectures using COBOL, JCL, DB2, CICS, and other z/OS technologies. Development Management: Oversee the development lifecycle, including coding standards, peer reviews, and version control across mainframe teams. Team Leadership: Mentor, coach, and lead a team of mainframe developers, analysts, and testers, fostering a culture of technical excellence and collaboration. Legacy Modernization: Partner with enterprise architects and business stakeholders to assess, refactor, or re-platform legacy applications. Cross-Platform Integration: Ensure seamless integration of mainframe applications with distributed systems, APIs, and modern UI frameworks. Performance & Optimization: Monitor and optimize system performance, capacity, and availability to meet SLAs and uptime commitments. Governance & Compliance: Ensure development processes align with enterprise security standards, compliance requirements, and regulatory frameworks.
Qualifications Required:
Bachelor’s or Master’s degree in Computer Science, Information Systems or related field or equivalent experience 20+ years of hands-on experience in mainframe development with deep expertise in COBOL, JCL, DB2, CICS, and z/OS. Proficient in multiple data environments including DB2 Proficient in SPUFI, QMF, ISPF Dialogue Managers, ISPF Edit Macros, DB2 COBOL, SQL, CICS, CLISTs, REXX, IBM utilities, Fileaid, DYL280, INSYNCH, INSYNCH UTILITY functions, Fault Analyzer, MVS, TSO, ISPF, Tiburon, IDz, NDM, Connect Direct. Experience with SOAP, JSON, XML, Electronic Filings. High proficiency in ChangeMan Source Control. Experience with Mainframe CICS REST Web Service. Experience with data formats ACH, NACHA, wire, IAT, EFTPS EDI, BAI2, CDM. Strong understanding of payroll tax processes and compliance. Proven experience in leading large-scale enterprise mainframe systems. Strong understanding of system development life cycle (SDLC), DevOps practices, and Agile methodologies. Experience integrating mainframe systems with modern APIs, cloud platforms, or microservices.
Preferred Experience:
-Experience in application modernization projects or hybrid cloud/mainframe environments. Experience in payroll tax processing engines. Knowledge of industry regulations (e.g., SOX, HIPAA, PCI-DSS) relevant to mainframe systems. Soft Skills Excellent leadership and communication skills. Base salary offers for this position may vary based on factors such as location, skills, and relevant experience. Some positions may include additional compensation in the form of bonus, equity or commissions.
