Job Description:
BCC Engineering, a Parsons Company is looking for an amazingly talented Chief Engineer to join our team! In this role you will get to lead and perform complex roadway design and QA/QC reviews for FDOT and local transportation projects across Florida, ensuring compliance with state standards while mentoring junior engineers and driving high-quality, constructible designs.
What You'll Be Doing:
Provide independent QA/QC review of roadway designs, ensuring strict compliance to all governing state and local criteria, safety regulations, and contract plans and specificationsAnalyze and prepare roadway and Temporary Traffic Control Plans (TTCP) designs, calculations and drawings for Expressway/Limited-Access facilities and Arterial/Local roads using DOT and/or local jurisdiction criteria, with a particular emphasis on complexDevelop 3D Models of roadways, using Corridor Modeling in GEOPAK and/or Open RoadsAssume lead role in complex transportation design efforts; may assign, track, and review tasks of technicians, designers, and engineers, ensuring adherence to project schedules; QC final work productProvide constructability reviews; perform independent peer reviews on project submittalsReview contract plans and calculations from other engineering teams and outside entities to verify completion and compliance with governing transportation design codes and contract plans and specificationsServes as the Engineer-of-Record for major, minor, and miscellaneous transportation designsCommunicate high-level concepts effectively with team members, internal design groups, and external entities including clients, subconsultants, and relevant government agenciesBuild client relationships, help identify business opportunities, meet with clients and have client accountabilityParticipate in project meetings with clients, sub-consultants, and contractors as necessaryUtilize Client Relationship Manager (CRM) to accurately report and track ongoing business opportunities and pursuitsTake an active role in proposal activities, including write-ups and preliminary and final reviewsOther marketing duties include providing timely resume updates, project write-ups, proposal support, and participating in marketing initiatives as requiredEnsure timely completion of time sheets, expense reports, and labor hours managementFacilitate career development of junior engineers and designers through active mentorship, providing formal and informal feedback and seizing opportunities to develop and teach new skillsIdentify skills and knowledge gaps within the department, seek opportunities to provide internal trainings, and identify worthwhile external training contentWhat Required Skills You'll Bring:
Bachelor’s degree in Civil or Transportation EngineeringProfessional Engineer (PE)Years of Experience: 15+ yearsConsiderable experience reviewing final plans for roadway projectsMust possess excellent analytical, technical, and communication skillsProficient in some or all of the following programs: MicroStation, GEOPAK, Open Roads, AutoTURN, and GuidSIGNDemonstrated proficiency in full suite of Microsoft office programs and Adobe AcrobatExpert knowledge of FDOT Design Manual (FDM), AASHTO - A Policy on Geometric Design of Highways and Streets, FDOT Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways (Florida Greenbook), AASHTO - Roadside Design Guide, FDOT Flexible Pavement Design Manual, MUTCD - Manual on Uniform Traffic Control Devices for Streets and Highways, FDOT Rigid Pavement Design Manual, and FDOT Standard Plans for Road and Bridge ConstructionExpert knowledge of the DOT roadway design processSecurity Clearance Requirement:
