Description of Job About the Work Unit The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following: + The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department. + Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions. + Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions. + Compliance and Risk Office – Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards. + Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation. + Office of School Safety – assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado. About the Job The Legislative Liaison is a critical position for the agency as the primary CDPS representative at the state capitol. The Legislative Liaison plays a key leadership role by building strong internal and external relationships to facilitate information sharing and secure passage of the Department’s budget and legislative agenda each year. This position works closely with CDPS staff at all levels, Colorado General Assembly members and staff, external partners, and staff within various parts of the Governor’s Office. The Legislative Liaison develops strategies, systems, and timeframes to meet the Department’s government relations needs and legislative and/or budgetary objectives. The Legislative Liaison acts with urgency to proactively identify and communicate issues or challenges with legislative or government relations items and proposes solutions and options to leadership. This position interfaces with internal and external customers and stakeholders and must have excellent written and oral communication skills. The Legislative Liaison is adaptable, resilient, has a high degree of emotional intelligence, and operates professionally at all times in a high-pressure, time-sensitive, politically-charged environment. Key Responsibilities Legislative Agenda Development and Advocacy + Manages all aspects of the department’s legislative agenda annually, from concept development to bill passage, by collaborating with department leaders, the Governor’s Office, legislative partners, and external stakeholders. + Monitors all bills introduced each session for impacts to CDPS and determine agency response to each relevant bill in coordination with Department leadership. Keep department and division leaders apprised of all legislative activity regarding the agency. + Creates and implements a robust stakeholder engagement plan for each department agenda item to ensure ongoing communication with partners inside and external to the executive branch. + Develops and maintains ongoing positive relationships with legislative partners. + Coordinates and collaborates with CSP Legislative Liaison. + Coordinates and collaborates with the CDPS Budget Director. + Monitors the sunset review schedule and process, maintains an internal tracking of programs undergoing sunsets, and develops strategies accordingly. + Monitors all interim committee activities for impacts to and information needed from CDPS. + Prepares department staff for hearings, including budget and oversight committee hearings, by proactively reaching out to committee members, writing talking points, and creating presentations. + Tracks all CDPS reporting requirements and ensures all reports are submitted on time. + Develops regular in-session and post-session communication systems to inform and educate CDPS members about the legislative process. + Represents CDPS in all facets of communication with the General Assembly. + Establishes a reputation as a trusted, go-to resource for legislators and stakeholders. + Leads SMART Act annual presentation preparation. + Tracks and manages the submission of all legislatively-mandated reports generated by CDPS. + Acts as work lead for Legislative Analyst, assigning and monitoring bill tracking and advocacy tasks and other duties as necessitated by the workload of the session. + Plans, organizes, and directs the activities of members within their span of control. + Establishes and adjusts subordinates' schedules. + Monitors subordinates performance and identifies training needs. + Interfaces with Colorado delegation offices as needed, and in coordination with the Governor’s Office. Boards and Commissions + Serves as the primary coordinator for the Department with the Governor’s Office of Boards and Commissions. + Serves as the primary coordinator for internal appointments made by the CDPS Executive Director. + Engages with internal boards, commissions, and councils that may have legislative needs or interests, including the Colorado Commission on Criminal and Juvenile Justice, the Colorado Fire Commission, the Human Trafficking Council, and the Homeland Security and All Hazards Advisory Committee. Supervision Engages in projects during the interim and other times as needed at the request of the Executive Director, Deputy Executive Director, and/or Division Directors. + Provides advice, assistance related to employee coaching, corrective action, disciplinary matters and grievances; makes recommendations for appropriate action; drafts and issues written communications; and ensures responses are consistent and adhere to partnership agreement and procedures across the agency as appropriate. + Establishes and adjusts subordinate’s schedules. + Monitors and evaluates performance of team member(s). + Responsible for implementation of Department Performance Management requirements for the direct report(s). + Provides guidance, interpretation, and rationale on legislative matters. + Development and delivery of robust training to direct report(s), including statute, policy, partnership agreement, data management, and state legislative mandates. + Performs other duties and lead projects as assigned Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Note, to be considered for this position, you must meet one of the following options for consideration. Two years of professional government relations/intergovernmental affairs experience. OR Two years of professional experience working in an analytical role pertaining to budget and/or policy within state government OR Two years of external affairs and communications experience. OR Advanced degree (Masters or higher) AND either one year of professional government relations or external affairs and communications experience.
